Game Analysis And Governance Research On Collusive Behavior In The Process Of Tendering And Bidding For Construction Projects

Based on the law,bidding system has the advantages of easy operation,transparent and open process,scientific and effective evaluation methods,and technical economy of winning bidding results.It is of great benefit to promote the standardization of construction market,orderly competition,as well as to improve project quality and save project cost.It has become the core system in the field of construction project contracting in China.However,collusion in bidding for construction projects has always been a worldwide problem,and of course,it is also a major obstacle to fair competition in China's construction market at this stage.The study of collusion in bidding process of construction projects can better find out the factors causing collusion in bidding,and guarantee the fairness,openness,justness,freedom and orderliness of bidding competition.This paper extensively studies domestic and foreign literature,conducts in-depth market research and expert discussion,and puts forward innovative methods of collusion bidding mechanism research on the basis of engineering examples.The subject has also made a useful new attempt in the field of collusion bidding governance research.In the field of collusion bidding,evolutionary game theory is introduced.With bidders as participants,collusion bidding and non-collusion bidding as strategies,game model is established through revenue function,and key factors of collusion bidding are determined by combining qualitative and quantitative methods with AHP analytic hierarchy process.Firstly,the paper uses qualitative analysis method to study the development status of bidding and collusive bidding at home and abroad,and compares the differences between traditional game theory and evolutionary game theory in basic assumptions,and determines the rationality of collusive bidding behavior by dynamic analysis of optimal response.Then a symmetrical game model is established and the evolutionary game process is analyzed and simulated to determine the evolutionary stability strategy(ESS).Then it summarizes the influencing factors system of collusive bidding,including policy and law,market environment,enterprise condition,morality and psychology.Using AHP analytic hierarchy process,it is determined that collusive bidding benefits are greater than cost,collusive bidding behavior is more concealed,the number of bidding enterprises,the overflow of qualifications,insufficient means of investigation and punishment,the strength of enterprises themselves,and the rights of bidders are greater than obligations as key influencing factors of collusive bidding.Finally,according to the key factors affecting collusive bidding behavior,this paper puts forward suggestions on collusive bidding governance,and summarizes the research conclusions of the subject,and prospects the development prospects of China's bidding system.It has made a beneficial attempt for the governance of collusion bidding in future construction projects.
