Game Analysis Of Stakeholders In Open Government Data And Its Utilization Under Cooperative Governance

Internationally,the Open Government Data movement is in full swing,but the Open Government Data construction in our country has just started.The value of Open government data in the field of politics,economy,social has become a common cognition,but openness is only the premise to release the value of data.Only through the valueadded use of data and the link of data consumption,the value of open data can be obtained.The construction of Open Government Data is often a top-down process from the central government,while in China,local governments and departments are the first to carry out the construction of data opening.At present,a unified state-level open data portal has not been formed.Although the central government has recognized the strategic significance of Open Government Data,but the backward situation of China's open data construction has not been greatly improved.Therefore,this paper studies the stakeholders and their characteristics of Open Government Data from the perspective of participants,then constructs a collaborative governance model of Open Government Data and its utilization with multiple participants.At the same time,on the basis of the above research,the evolutionary game theory method is applied to study the strategy selection process of the government,the public and the enterprise groups and the evolutionary stable state of the evolutionary game model.Then,identify the key factors affecting the active participation of each subject,and put forward countermeasures and Suggestions,in order to provide reference for the practice of Open Government Data of our country.To promote open government data to the greatest extent and promote the marketization and socialization of open data used,from the perspective of participants,this paper conducts research based on the research contents and methods of collaborative governance theory,stakeholder theory and evolutionary game theory.: Firstly,it sorts out the theoretical origin,development and main research methods of collaborative governance theory,stakeholder theory and evolutionary game theory.Secondly,the process of government data opening and its utilization is sorted out from three aspects of data integration,data opening construction and data utilization,and the main stakeholders of open data construction and its utilization are identified and defined,and the relationship between their benefits and costs is analyzed in detail.Then,based on the above analysis,the collaborative governance framework of government data opening and its utilization is constructed,and the collaborative governance analysis model of government data opening and its utilization is constructed by applying Tian Peijie's collaborative governance comprehensive analysis model.The external environment,driving force,collaborative engine,collaborative behavior and collaborative consequences of this collaborative governance model,as well as the complex relationship between each module,and the key process and influencing factors of the model are analyzed.Finally,this paper builds an evolutionary game model between the government and the public,and between the government and the enterprise,on the basis of analyzing the game relationship between them.By solving the dynamic equation of the game model replication,it simulates the evolution process of the decision-making of the government,the public and the enterprise,and the evolutionary stable state of the two model,and identifies the key factors affecting the decision-making of the subject,and puts forward targeted countermeasures and suggestions,providing guidance for the practice of open data of the government of our country.
