Research On The Public Participation Of Zhejiang "Five Water Co-governance" Based On The Dynamic Evolutionary Game

Based on the development of water resources management system,the operation mechanism of water management and administrative division management have been implemented for a long time.Since 1980s,countries and regions in the world have carried on the reform to the legislation and practice of water resources management.The government departments have established the public participation in the management system through the relevant policies and regulations.Other countries' exploration and reform practice of water resources management mode,let us to think about the application of participatory management in water resources management practice.Therefore,based on the systematic carding related with research results home and abroad,combined with the water resource management in China's current situation of market and government failure,government and the relevant functional departments responsibilities vague,public participation is weak,the low degree of participation in the status,the use of water resources management,public participation,stakeholders such as theory,and based on the dynamic evolutionary game method to build Zhejiang "five water co-govemance"(sewage treatment,flood water,drainage water,protection of water,catch water,hereinafter referred to as the "five water co-governance ")the mathematical model of government regulation and public participation,in order to seek feasible solutions and safeguard measures,play the main role for government departments,public and other stakeholders actively and effectively participate in a total of five water treatment recommendations and management Method support.First,this paper analyzes the general situation of water resources in Zhejiang province and a total of "five water co-govemance" practice from the theoretical and empirical analysis,through the discovery ",there are management multi long flood control departments not unified problem,the contradiction between the supply and demand contradiction of water resources and the development of human society and water environmental status can not be coordinated,in addition,the public participation consciousness is weak,the low degree of participation,and pointed out the direction for participation in the in-depth analysis of government regulation of the public.Secondly,this paper constructs the evolutionary game model of government regulation and public participation in the management of "five water co-governance" in Zhejiang.With the development of the water market mechanism,the public's subjective participation strategy choice,in the design process of the public participation in the management mechanism,there is the problem of asymmetric information,and the dynamic evolution of the government regulation policy.Therefore,in the fourth chapter,the dynamic evolutionary game model of the social public under the government regulation policy is established,the government and the public game behavior characteristics are analyzed under different evolutionary strategies.The effective implementation of participatory management is defined,and the necessity of ensuring public participation in the process of implementing the "five water co-governance" policy.This paper,based on the results of the game,and the analysis of the five water governance model and policy recommendations,provides practical experience for the sixth chapter:the sixth chapter:the models:the management models,which are:the five chapter:the government and the public.The three chapter:the two kinds of management model:the three kinds of management mode,the government and the public.
