According to the report of the 18 th National Congress of the Communist Party of China,the construction of ecological civilization is a systematic project related to the well-being of the people and the future of the country.In order to achieve a better living environment with "green mountains and clear water",after the implementation of the new environmental protection law in 2018,the Ministry of environmental protection made a special report to the Standing Committee of the National People's Congress for the first time,proposing "three major campaigns" to prevent and control air,water and soil pollution.The report proposes to fight the "three major battles" against air,water and soil pollution.As an important part of pollution prevention and control,water pollution prevention and control is of great importance in accelerating the construction of socialist ecological civilization.The Yellow River is the birthplace of Chinese civilization,but it has been affected by floods for a long time.Therefore,this paper analyzes and investigates a series of documents on Yellow River control policies issued by the central and local governments,and puts forward countermeasures and suggestions for water resource management.Based on the 300 policy texts on water resource governance collected from the official website,this study aims to systematically categorize,describe,and summarize the evolution of water resource governance policies that were issued in the urban areas along the Yellow River Basin,from four aspects,including the publication time,subject,target,and tools.Quantitative analysis of policy literature and social network analysis are used to carry out objective and visual empirical analysis,so as to supplement,verify and improve the qualitative research judgment of water resource governance at the present stage.The statistical measurement of external policy information shows that the number of water resource governance policies released in China showed a trend of gradual increase.The institution issuing policies is mainly composed of a single government department,and few joint publications are still the cooperation between relevant ministries and commissions of the central government.Regarding the waterresource governance policies issued by the provinces and municipalities of nine provinces along the Yellow River,the coordination degree of departments at all levels is weak,and the policy formulation system of bilateral cooperation or multilateral cooperation remains to be formed.Through the analysis of policy internal information coding,it is concluded that the government has different priorities according to different policy objectives,and the tools corresponding to the various policy objectives are also quite different.These tools mainly command-and-control as the dominant,market-oriented on behalf of a variety of tools play a role with greater limitations.Command-and-control policy tools are dominant from beginning to end,with the use of market-based and participatory policy tools increasing but still relatively low.Gephi software was used to visually analyze the cooperation between relevant departments of water resources governance involved in the policy.It can be seen that the water resource governance in nine provinces along the Yellow River should break the boundary of administrative regions,increase the cooperation between provinces and cities,and enhance the participation of the public and enterprises in water resource governance.
