With the continuous development of social economy and urbanization,the demand of water resource in Jining City is getting bigger,the water resource contradiction between supply and demand is increasing,and the overall level of water resource development and utilization and the utilization efficiency is low,and the waste phenomenon is serious.At the same time,the trend of water environment deterioration is far from being effectively controlled,it has become an important factor restricting the development of national economy and social development.At the present,Rational allocation of water resources is an effective way to scientific planning and sustainable development and utilization of water resources,which is important to solve the water resources problems at the present in Jining City.This paper proceed from the research background and significance of multi-objective water resource programming,it gives a comprehensive introduction to the research progress,and definite the idea of research,based on the research of traditional water resource allocation,this paper Constructs the water resource optimal allocation model,use multi-objective decision-making to distribute water resources,and taking Jining City as an example to discuss.The main results are as follows:(1)According to the national economic development planning of Jining City,analyses and forecast the national economic development targets of the administrative regions in the planning year,forecast the water demand of Jining City in 2030 by quota method,the water demand of Jining City under different guaranteed rates in 2030(P=50%,75%)were 304410million m~3 and 324469 million m~3,and according to water supply source and water supply project to forecast the water supply,Under different guaranteed rates in 2030(P=50%,P=75%)were 302965 million m~3 and 282416 million m~3,based on this,the supply-demand balance analysis of regional planning level year is carried out.(2)The whole idea and structure of multi-objective allocation of water resources were comprehensively analyzed.Establish the multi-objective optimal allocation model of water resources of Jining City,the objectives involved social benefit target,economic benefit target and environmental benefit target,according to the target of emphasis to set up four different schemes,explain the solving thought in this model and the solving method of model coefficient,by applying fgoalattain in MATLAB to solve the model,get the allocation results(3)Compare the degree of water shortage and satisfaction of different allocation schemes.The average water shortage rate of the first plan(focusing on economic benefits)in2030 is 3.5%,the degree of satisfaction is 0.839;the average water shortage rate of the second plan(focusing on social benefits)in 2030 is 2.2%,the degree of satisfaction is 0.819;the average water shortage rate of the third plan(focusing on environmental benefits)in 2030is 2.9%,the degree of satisfaction is 0.818;the average water shortage rate of the forth plan(focusing on three objectives)in 2030 is 2.6%,the degree of satisfaction is 0.877.By applying multi-objective optimal to water resources allocation in Jining City,making Jining have better regional economic benefits,and keeping water shortage in a small range,in favor of promoting the sustainable development of society,economy and ecology in Jining City.
