Evaluation On The Innovative Development Ability Of Marine Economy In Main Coastal Cities Of Guangdong Province

In order to promote the development of marine economy,at the beginning of the 13 th Five-Year Plan,and implement a series of strategic deployments of the Party Central Committee and the State Council on oceans,the Ministry of Finance and the State Oceanic Administration decided to take the marine economy demonstration city as the starting point,and identified Xiamen,Qingdao and Zhanjiang as the first batch of marine economy innovation and development demonstration cities.In 2017,seven cities,including Qinhuangdao,Shenzhen,Beihai and Haikou,were identified as the second batch of demonstration cities for innovative development of marine economy.A new round of development and transformation has been ushered in in the development of marine economy in coastal provinces and cities in China.As a major marine province in China,Guangdong Province is the core area of international competition in marine economy.It is necessary and significant to study its marine economic innovation and development.In order to make the contents and conclusions of the research more referential,Zhanjiang,Shenzhen,and Zhuhai,the representative cities of marine economic innovation and development,are selected as the research objects.All three cities have the same characteristics.On a certain basis,it has greater possibility and reference in the innovation and development of marine economy.Firstly,on the premise of distinguishing and defining innovation,economic innovation development and marine economic innovation development,this paper summarizes the relevant theories of innovation development theory,modern marine economy theory,comprehensive marine management theory,sustainable development theory and so on.Secondly,using literature research,social investigation,model construction and case study,the paper makes a detailed analysis and comparison of the innovation and development basis of marine economy in Shenzhen,Zhuhai and Zhanjiang from five aspects: resources,industry,science and technology,talent and policy.Thirdly,the diamond model is used to analyze the influencing factors of marine economic innovation and development.Combined with the influencing factors,the evaluation index system of Guangdong marine economic innovation and development ability is constructed from six aspects: basic elements,industrial basis,market demand,scientific and technological support,ecological environment and talent factors.Secondly,the principal component analysis in SPSS is used to evaluate the marine economic innovation and development ability of the three cities,and a comprehensive score is obtained by comparing and analyzing the three cities.Through analysis and comparison,it is found that Shenzhen is ahead of Zhuhai and Zhanjiang in the comprehensive ability of marine economic innovation and development,but the innovation and development ability of the three cities is on the rise,but it also has some restrictive factors,including the restrictions of science and technology,talents and environmentFinally,combining with the actual situation of Shenzhen,Zhuhai and Zhanjiang,in order to break the restriction of related factors on the improvement of marine economic innovation and development ability,this paper puts forward policy suggestions for marine economic innovation and development of Guangdong's main coastal cities from four aspects: first,to build a modern marine industry system;second,to increase the driving force of marine scientific and technological innovation;third,to deepen the development of marine economy.The fourth is to innovate the system and mechanism of marine talents.
