Since beginning of the 21 st century, the trend of global economy turn to service economy has become more and more apparent. As industrial servitization gradually blurs the boundaries between production and service, the implementation of service innovation can be conducive to industrial adjustment, enrich its industrial value chain, and achieve optimization and upgrading of the industry. From perspective of strategic emerging industries, the state has affirmed that products provided by construction industry to market are “services with tangible physical goods”,which means acknowledge its service attributes. For construction industry enterprises, how to improve service innovation capability and survive in industrial transformation has become a realistic issue worthy of attention. In today's information age,to transform and update traditional industries, for example construction industry, the enterprises has to focus on promoting construction of information technology, especially IT capability. The relationship between two capabilities which both are so important to development of construction enterprises has become a concern of this study. The study focuses on construction industry and explores the relationship between IT capability and service innovation capability of enterprises, based on theory of resource based view and competitive advantage. The capability and capability of enterprises are mutually influential.Through combing of existing literature, relationships among IT ability, organizational learning and service innovation ability are found.Based on the ability class theory, the study introduces organizational learning variable, and explores the role of organizational learning as a mediator from the perspective of knowledge, and then proposes relevant assumptions among the three.Based on the above, this study proposes an analytical framework for IT capability—organizational learning—service innovation capability. The core content of the research is mediating effects of organizational learning and its dimensions to explore the impact mechanism. This study uses AMOS software to analyze structural equation models constructed based on 320 questionnaire data from China's top 500 enterprises in the past three years. The theoretical hypothesis test leads to following conclusions:(1)IT capability has a significant positive impact on service innovation capability, after joining organizational learning, the direct role between two still exists, that is,IT capability candirectly promote the construction of service innovation capability and indirectly through organizational learning to achieve it else;(2)Through Bootstrap method to verify that organizational learning plays a partial intermediary role in relationship between IT capability and service innovation capability, and its indirect effect accounted for 77.9%,which proves mediating effect is significant. Then introduction of Mackinnon's PRODCLIN program for multi-mediation analysis shows that knowledge sharing accounts for the largest proportion of indirect effects in three dimensions of organizational learning, followed by knowledge acquisition, and finally knowledge utilization. The research results first provide suggestions for construction of information technology in construction industry.Enterprises must develop their IT capability rather than simply invest in infrastructure to maximize the return on IT investment.Secondly, service innovation has become a new direction for the transformation and upgrading of the construction industry, enterprises can also achieve management change by it.Finally, attention should be paid to the assistance of organizational learning, when the construction industry enterprise is developing IT capabilities, then can enhance service innovation ability through the acquisition, sharing and utilization of knowledge.
