Research On The Marine Environmental Governance In Guangdong Province

In the 1950 s,China began to pay attention to the marine and marine environment;the national census was launched for the first time.In the 1980 s,reform and opening up increased the use of the ocean.30 years of high development and utilization,the rapid development of coastal cities,but the marine environment is deteriorating;marine water pollution in coastal areas;excessive discharge of marine land sources;sub-health status of marine ecosystems,etc.,the issue of marine environmental governance is increasingly prominent.In 2012,the strategy of “Ocean Powers” first appeared.From the strategic level of the country to construct the marine,from the vigorous development of the marine economy to the integration of land and sea,from the construction of marine ecological civilization to the adherence to the “five uses of the sea”,marine technology continues to innovate,the government's strategic guidelines continuous to adjust and the whole people's awareness of the oceans is increasing,the governance and protection of the marine environment are also the development priorities of the coastal provinces and cities.The coastline of Guangdong Province is about 4,114 kilometers long,and the coastal area is 62,889 square kilometers,ranking first in the country.The total value of marine economic production ranks first in the country continual 23 years.Whether it involves and use sea,or protection and development and utilization of the marine environmental,the footsteps of Guangdong Province are in the forefront of the country,and the corresponding governance of the marine environment and the development of marine ecology are also worth focusing the attention.So what is the quality of the marine environment in Guangdong Province,what problems exist in governance,how to better improve,etc.This series of studies have important theoretical and practical significance to the solution to the marine environmental problems in Guangdong Province,the improvement of the marine environmental governance system,and the experience of other provinces and cities in China.This paper takes the marine environment governance of Guangdong Province as the research content,and divides the whole text into seven parts through literature research,inductive reasoning and comparative analysis.This paper expounds the background,purpose and significance of studying marine environmental governancein Guangdong Province,analyzes and summarizes the relevant research status and theoretical basis of marine environmental governance at home and abroad,and has implications for the study of marine environmental governance in Guangdong Province,and briefly explained the research content,research ideas,research methods,research innovations and existing deficiencies of this paper.Through the definition of concepts and theories such as the marine environment,marine environmental governance,the main responsibility system,the multi-center governance theory,the holistic governance theory,and the participatory democratic theory,combine the communiqué of the marine environment of Guangdong Province and related laws and regulations in the past five years;Government policy documents;NGOs and the public's attention and participation in the marine environment,etc.Summarize the current situation of marine environmental quality and governance in Guangdong Province,and analyze the problems in environmental governance.Analysis of the institutional framework and practical experience of the United States,Japan,Europe and other countries and regions in the marine environmental governance,and draws inspiration for the construction and improvement of the marine environmental governance model in Guangdong Province.Furthermore,through the analysis of the above-mentioned status quo and problems,constructed the main responsibility system of marine environmental governance in Guangdong Province,and the basic framework is constructed from the three levels of governance objectives,governance methods and governance subjects,and analyzed the responsibilities of multiple entities.At the same time,it briefly expounds the safeguard measures after the implementation of the main body responsibility system model of the marine environment in Guangdong Province,from the macro level of capital investment,platform construction,regional cooperation,increased publicity,strict law enforcement,and broadening channels.Coordinated and improved the relevant institutional mechanisms.Finally,summarized and discussed the whole article.It is hoped that the analysis of the marine environment governance problem in Guangdong Province and the construction of the main responsibility system have theoretical and practical research significance for the governance of the marine environment in Guangdong Province and the whole country.
