| The issue of microplastic pollution has attracted global attention.Microplastics are widely distributed in land,rivers,and atmospheric environments,and eventually merge into marine ecosystems through different means,forming marine microplastics,causing serious harm to the entire marine ecosystem.Due to the complexity and specificity of marine microplastic pollution,which is reflected in its wide range of pollution sources,strong sustainability,wide diffusion range,difficulty in prevention and control,and significant harm,its governance mechanism is different from other environmental issues such as water pollution.The environmental governance mechanism with the government as the sole core can no longer meet the current needs of marine microplastic pollution control.In line with the context of ecological civilization construction in the new era,it is urgent to build an efficient marine environmental governance mechanism.This article studies the collaborative participation of governance entities in the treatment of marine microplastic pollution.It combines the theory of collaborative governance with the treatment of marine microplastic pollution,and strengthens cooperation among governance entities to form a beautiful situation of collaborative governance of the marine environment,thereby effectively promoting the sustainable development of marine resources.The governance of the marine environment in our country should be a common behavior of all members of society,and the subjects related to the interests of the marine environment should be the subjects of marine environmental governance.From this perspective,the subjects of marine environmental governance are divided into government entities,enterprise entities,and public entities.The report of the 20 th National Congress of the Communist Party of China clearly states that improving the modern environmental governance system is not only an inherent requirement for achieving modernization of China’s governance system and governance capacity,but also a fundamental support for improving ecological environment protection.At the same time,it is also an effective way to promote the formation of ecological environment protection synergy in China,providing direction for China’s marine environment governance.This requires China to establish a comprehensive pattern of marine environmental protection led by the government,with the participation of business entities and the public.It is necessary to establish a mechanism for overall planning,deployment,promotion,and assessment,improve the responsibility system of the government,enterprises,and the public,clarify the rights and responsibilities of various entities of the government,enterprises,and the public,promote the positive interaction of government governance,enterprise autonomy,and public regulation,and form a good pattern for the whole society to jointly promote marine environmental governance.For the various entities involved in marine environmental governance,the participation of enterprise entities and public entities must be led by government entities;The deep participation of corporate and public entities in marine environmental governance can effectively compensate for the shortcomings of the government in marine environmental governance,and reduce the risks and responsibilities of the government in marine environmental governance.Building a bridge for mutual coordination among government,enterprises,and the public can not only guide them to clearly understand government trends and deeply understand government policies,but also promote government entities to understand the needs of enterprises and the public in order to guide their behavior.This article is a study on the collaborative governance of marine microplastic pollution based on domestic regions.It mainly uses literature research,comparative research,and interdisciplinary research methods,with the government,enterprises,and the public as the main governance entities.It analyzes the problems faced by the current multi agency collaborative governance of marine microplastic pollution in China and analyzes its reasons.It has been found that there are currently environmental deficiencies,single models,unclear content,and incomplete guarantees in the collaborative governance of marine microplastic pollution by multiple entities in China.The fundamental reason for this is due to the lack of awareness among various governance entities,imperfect legal systems,imperfect collaborative mechanisms,and different interests and demands of different entities in collaborative governance.In drawing on the successful experience of collaborative governance of marine microplastic pollution in foreign countries,this article selects three representative countries(the United States,Japan,and Norway)as comparative research objects,and finds that integration is the focus of collaborative governance in the United States;Socialization is the direction of collaborative governance in Japan;Marketization is the driving force for collaborative governance in Norway.Based on the current situation of China’s governance of marine microplastic pollution and the socialist system,suggestions are proposed to improve the collaborative governance of marine microplastic pollution by multiple entities in China.Firstly,strengthen the collaborative awareness of governance entities;The second is to improve the basis for collaborative governance by formulating governance laws and policies,clarifying the responsibilities of governance entities,and integrating collaborative organizational structures;The third is to establish a mechanism for coordinating interests,establish a supervision,reward and punishment system,and an evaluation and assessment system to improve the collaborative governance mechanism;Finally,the collaborative governance model is enriched by establishing a collaborative governance network center and providing consulting services.The above measures can improve the collaborative governance level of marine microplastic pollution in China,further improve the effectiveness of marine microplastic pollution control,purify the marine environment,and drive the development of marine related industries and economies. |
