On Current Strategys Of Social Organizations Participating In Marine Ecological Environment Governance

Social organizations developed relatively late in China,with relatively small scale,few participations in Marine environmental governance activities and limited function.With the implementation of China’s Marine power strategy,more and more attention will be paid to Marine ecological environment governance,which provides a broad space and development opportunity for Marine environmental protection social organizations.It is necessary to make an in-depth study of the Marine environmental protection social organizations,to analyze the shortcomings of their own development and the problems existing in their participation in the governance of Marine ecological environment.Marine ecological and environmental governance is a series of measures formulated by the government and non-governmental organizations to realize the coordinated development of Marine resource exploitation and ecological and environmental protection.Marine environmental protection social organizations refer to the social organizations whose activities and objectives are related to Marine ecological and environmental governance.The research is based on the theory of public administration and the theory of the third sector.Take Jiaozhou Bay for example,through to the Jiao Zhou bay area 11 interviews and field investigation,social organization that Marine own shortcomings existing in the development of social organization,as well as some problems involved in Marine ecological environmental governance,including: one is the ocean social organization admittance threshold is higher,the second is less involved in the Marine ecological environment quality fell sharply,three are unbalanced organization to carry out the activities of the funding sources,four is the organization of activities and their own propaganda.Through further analysis,it is clear that the main reasons for these problems are as follows: the government pays insufficient attention to collaborative governance;the Marine social organizations need to improve their own strength;and the public has a weak awareness of participating in Marine ecological and environmental protection.To enhance the participation of social organizations in Marine environmental governance,it is necessary to: one is to provide policy support system,encouraging people cooperation,2 it is to simplify the process of social organization registration,make each organization’s own brand activities;Third,the orientation of social organizations should be clarified to provide perfect policy guarantee for social organizations to participate in governance.According to the problems existing in the development of domestic Marine social organizations and their participation in the governance of Marine ecological environment,the corresponding countermeasures are proposed: first,appropriately reduce the entry threshold of Marine social organizations,including improving laws and regulations,and trying to use the "punishment system";Second,improve the professional level of Marine social organizations,including improving organizational structure,strengthening personnel training,and carrying out cooperation with other organizations;Third,expand the sources of funds through multiple channels,including providing legal and paid services,strengthening cooperation with enterprises,and strengthening their own financial management;Fourth,strengthen the publicity of the organization and activities,including offline publicity,online publicity and volunteer publicity.
