Research On The Problems Of Marine Environmental Governance Of X City

In recent years,with the rapid development of marine economy in China,the pollution of the marine environment is becoming more and more serious.As the contradiction grows between marine environmental protection and marine economic development,we need to take action to solve the problems immediately.Marine environmental governance is one aspect of the national governance system,which reflects the responsibility of China as a great maritime power,and also an important support for the strategy of developing maritime power.At present,the system of marine environmental governance in China is changing from decentralized governance to holistic governance.Because of our long-term decentralized marine environmental governance has ignored the entirety and mobility of the ocean,which leaded to many challenges in the process of marine environmental governance.In order to solve the difficulties encountered in the management of marine environment in China,this paper provides three cases occurred in the process of marine environmental governance in X city,combining with the local reality.By the method of participant observation and depth interview to study the problems existing in the cases of marine environmental governance,combining with the three core elements of holistic governance theory for providing the relevant promotion path in marine environmental governance of X city,namely integration,coordination and supervision.After studying these cases from three aspects about integration,coordination and supervision,the author finds that the method of marine environmental governance in X city is still extensive,mainly because the government agency of marine environment is not unified and mostly relied on local governments,which was difficult to ensure independent management.Secondly,the divergent functions also increase the costs of communication and cooperation.Finally,the system of marine environmental supervision in X city is not perfect.The writer of this paper thinks that the system of decentralized governance adopted in China for a long time is not suitable for the current situation,which need to be changed into the system of holistic governance.The author provides promoting path to establish and complete the marine environmental governance system of X city which adapts to the national conditions.
