In the context of the implementation of the Ocean Power Strategy,the degree of attention to marine environmental governance will increase day by day,which provides a broad space and opportunity for social organizations to participate in marine environmental governance.However,in practice,due to many reasons such as late start,relatively small scale,and insufficient funds and personnel,social organizations in our country participate in marine environmental governance activities less and their functions are limited.Therefore,in order to improve the effectiveness of social organizations participating in marine environmental governance,it is necessary to study the status quo of social organizations’ participation.This paper takes social organization RD’s participation in the practice of marine environmental governance as a research case,and divides the practice of social organization’s participation in marine environmental governance into four stages according to the organization life cycle theory: incubation period,start-up period,development period and maturity period,and analyzes the Social organizations participate in the specific dilemma of governance practice,and propose targeted solutions.The gestation period of social organizations’ participation in governance is marked by the emergence of the organization’s appeal,and participants put their "ideas" into specific "practices." After going through a series of complex and lengthy transformation processes from external resource acquisition to internal resource integration to achievement output,the founders gradually conceived and formed their own concept of participation in governance,including the conception of participation in governance ideas and the pursuit of the value of participation in governance wait.However,the tension between the organization’s establishment appeal and the environment hinders the founder’s act of implementing the "idea".There are many reasons for this dilemma,including insufficient social environment thrust and policy environment constraints.Therefore,during the gestation period when social organizations participate in governance,the solution to the predicament is mainly "organizational incubation".As far as the organization’s incubation approach is concerned,optimize procedures and strengthen the thrust of policy implementation;strengthen social support and guide social third parties to participate;build platforms and improve social organization incubators.In the initial stage of social organizations participating in governance,social organizations gradually allocate manpower,funds,places and other elements to carry out practical activities of marine environmental governance,and governance practices are gradually on the right track.The value care of participating in governance is also constantly integrating state and social resources,gradually moving towards a stable state of existence.However,there is a certain "gap" between organizational capabilities and governance vision,and governance practices are faced with the dilemma of resource integration and insufficient public service capabilities.In order to solve the "capacity" dilemma faced by social organizations when participating in governance practice,from the perspective of "organizational socialization" and "organizational self-construction",the countermeasures of "capacity building" should be the main countermeasures to improve the lack of organizational resource acquisition capabilities and public awareness.The problem of weakening service capacity.In the development period of social organizations participating in governance,the practice of participating in governance is faced with a fiercely competitive environment.In order to gain space for participating in governance,social organizations can only continuously expand the content,form and scope of participating in governance.However,the expansion of activities has also increased the demand for talents.Social organizations participating in marine environmental governance have always faced the dilemma of lack of talents,but in the development period of participating in governance,it has become the main dilemma hindering the development of organizations.The solution strategy should be based on "cultivating talents".Specifically,it is necessary to cultivate professional talents,develop professional capabilities and build team awareness.In the mature period when social organizations participate in governance,the governance practice after going through the gestation period,start-up period and development period has entered a stable development track.At this stage,the government’s intervention gradually weakened,and enterprises and society paid more and more attention to the practical activities of social organizations participating in governance.Governance practice itself also changed from spontaneity to self-consciousness,and gradually moved towards the stage of self-accumulation and self-improvement.At this time,it is necessary to consider how to make the governance practice activities sustainable and benign.However,due to the deviation of the governance goals and the improvement of social needs,the governance practice activities are facing operational difficulties,that is,deviations or failures in the operation of the activities.The phenomenon is manifested as the conflict between the development of activities and the goal of environmental protection.Simply put,it is the deviation between means and goals.Therefore,the countermeasures to solve the predicament in this period mainly revolved around "operation correction",which specifically included: optimizing the environment to keep the role of the government present;information disclosure to change social perception;speeding up legislation to promote the soundness of laws for environmental protection organizations.On the whole,in the life cycle of social organizations participating in marine environmental governance,each stage will face a major dilemma that prevents organizations from participating in governance to enter the next cycle,and the main dilemmas in each stage have different characteristics and manifestations,which need to Targeted and differentiated solutions can effectively promote the effectiveness of social organizations participating in marine environmental governance and achieve the goal of effectively governing the marine environment.
