The Dynamic Mechanism Construction Of The Multi-subject Governance Of Meteorological Disasters In My Country

In 2013,the Third Plenary Session of the Eighteenth Central Committee studied major issues such as comprehensive deepening of reforms,marking the beginning of China's "social governance" stage.The meeting pointed out that it is necessary to deepen economic system reform,adhere to and improve the basic economic system,and accelerate the sustainable development of economic models and innovation.Among them,there are two points that need to focus on reform: one is to put the market first,and the rational use of various resources needs to cooperate with the development of the market;the second is to replace the original management society by governing the society,fully decentralize and delegate to relevant departments Effective supervision,actively cult ivate social forces,and solve problems in social operation by exploring and innovating.The multiple-subject governance of public crisis is one of the attempts: the government is no longer the sole subject,variety of social forces jointly participate in replying course of public crisis by playing their own advantages,integrating sources from many sides.With the continuous development of society,the number of crisis incidents is continuously increasing,and the effectiveness of multiple governance model of public crisis has been verified.Dominated by governments,enterprises,the third sector,citizens,media and other subjects actively participate and jointly cooperate,which not only effectively improved the efficiency of crisis governance,but also facilitated the optimization of public crisis governance effect.This paper took meteorological disaster governance as the research object to analyze the governments,enterprises,the third sector,the public,media and other subjects that participated in meteorological disaster governance,and set forth the functional role and participation motivation of participating subjects.Then it explored the adynamia in the current condition of meteorological disaster governance,thinking that the main reasons currently restricting participation motivation of multiple subjects were from the interest level,target level,system level and environmental level.On the basis of this,the paper analyzed and discussed the dynamic factors of multiple subjects to participate in the meteorological disaster governance from the theoretical level,put forward the dynamic structure model of meteorological disaster governance,that is,the system mechanism under the combined action of two sub-mechanisms--benefit integration,target incentives and two influencing factors: system protection,environmental guidance.Starting from the four dimensions of interests,goals,systems and environment,the paper put forward the construction path of meteorological disaster multiple-subject governance,which provided ideas and suggestions for the formation of China's multiple-subject governance pattern for meteorological disasters and improvement of efficiency and capacity of meteorological disaster governance.
