major countries in the world,absorbed the experience and lessons of Chinese history,and focused on future development trends of the world.The construction of maritime power is an important part of socialism with Chinese characteristics and an important support for advancing the modernization of the national governance system and governance capability.The modernization of national governance is central proposition of new ear and overall goal of comprehensively deepening reform in China.For more than 70 years since the founding of the People's Republic of China,China has been struggling for construction of maritime power,has been actively developing the marine affairs,and has made remarkable achievements,stepping out a road with Chinese characteristics of construction maritime power.With the rapid development of marine affairs of China,the influence of the construction of maritime power on modernization of national governance has increased.The continuous advancement of modernization of national governance has also put forward higher requirements for the construction of maritime power of China.Since the new era,China's maritime power construction has been continuously advancing and remarkable achievements have been made,which are mainly reflected in the following four aspects: the CPC Party Central Committee has made major deployments for construction of maritime power,proposed and continuously improved the maritime power strategy,and formed a unique ideal of ocean governance;The comprehensive strength of marine science and technology in China is steadily increasing,the marine economy is rapidly improving,and technological innovation promotes the steady development of marine economy;Marine ecological environmental protection in China is progressing orderly,laws and regulations of marine environmental protection are continuously improved,and marine ecological protection continues to be strengthened;China continues to strengthen maritime cooperation and exchanges,actively participates in Arctic governance,promotes the joint construction of the "Belt and Road",advocates the establishment of a community of marine destiny,and makes important contributions to global ocean governance.There are still many problems in the construction of maritime power in China.At the conceptual level,the awareness of "governance" in construction of maritime power needs to be enhanced,China's national maritime awareness needs to be enhanced,the construction of ocean culture needs to be strengthened,and the concept of ocean governance needs to be established urgently.At the institutional level,the institutional system for construction of maritime power needs to be improved.At present,China is facing issues that the need to further strengthen the party's leadership in the construction of marine governance system,the need to perfect ocean laws and regulations,and the need to improve ocean management systems and mechanisms.At the behavioral level,the ability to comprehensively manage the ocean needs to be improved,the ability to develop the ocean,the ability to govern the sea in accordance with laws,and the ability to protect the marine system and improving the institutional system for construction of maritime power,need to adhere to the Party's leadership in the construction of the marine governance system,incorporate construction of maritime power into the Party's leadership system,to improve the marine governance system and mechanism,to perfect ocean laws and regulations,and to form a full and complete institutional system.We should promote the modernization of marine governance capabilities,firmly grasp the main direction of maritime power construction,enhance marine development capabilities,develop economy,innovate science and technology,and cultivate talents;We should enhance the ability to govern the sea according to laws,adhere to the system to govern the sea,govern the sea according to law;We should strengthen marine protection capabilities to protect the marine ecological environment.We should actively participate in global ocean governance,strengthen our own maritime power,actively carry out
