Research On China's Ocean Level Governance And Its Operational Mechanism

The scientific judgment of the Party Central Committee on promoting the modernization of national governance system and governance capability is the guide for the current national governance.China is in the stage of rapid development of Marine industry,and the environment of Marine governance is increasingly complex,which requires us not only to occupy the commanding heights in technology,but also to improve the level of marine governance.There are few literatures on the governance of the Marine Multilevel.This paper discusses the connotation of the theory of Marine Multilevel governance based on the theory of governance and the theory of governance.Through the historical evolution of the Marine Multilevel governance structure,this paper analyzes the evolution rules and the generation dynamics of the Marine Multilevel governance,thus establishing the theoretical framework of modern Marine Multilevel governance and its operational mechanism.In this paper,it is found that the biggest change of modern Marine level governance lies in the diversification of the main body of Marine governance,the expansion of Marine governance and the generation of new type of Marine governance Multilevel.The process of Marine Multilevel process follows the two logical paths of "top-down" and "bottom-up",and it faces two modes: "normal governance" and "non-normal governance".The awareness of Marine governance and the innovation of technological means is the driving force for the reform of Marine Multilevel.Using multiple linear regression model,this paper analyzes the normal mode of sea level public governance quality awareness,the high-level and the public to the Marine administrative system internal Marine administrative organizations at the grass-roots level satisfaction has certain gap,this at different levels and the social public participation and ocean governance function characteristics of the Marine administrative organization has a direct relationship,explore the law to promote sea level management ability and level in our country.Based on the perspective of qualitative analysis,this paper probes into the mode of action and operation mechanism of Marine level governance in the non-normalmode.In view of the ocean "conoco oil spill events in the field of governance,through the network query,literature collected a large amount of data,pictures,text data,encoded after finishing,import QSR Nvivo 11 software,analysis the sea level governance collaboration plural upward downward logic and logic,the operation of the study of Marine Multilevel governance mechanism,makes every effort to stimulate the participation of multiple ocean governance body,participation in the path,the specification that makes the ocean governance Multilevel tend to be coordinated,form a complete set of system is relatively perfect.The normal mode or abnormal mode of Marine governance is not set up in the first place,but due to the particularity and complexity of the governance conditions at that time.However,in the governance of the Marine level,the Multilevel relationship should arouse people's attention and discussion in addition to the choice of mode and the pluralism of subjects.Even in the same governance framework,there is also a core-the edge of the sea level subject level difference,need to constantly perfect the Multilevel coordination mechanisms,and consensus in condensed in the fusion Multilevel governance.
