Research On Performance Rating Of Marine Economic Innovation And Development In Zhanjiang City

The 21 st century is the century of ocean and knowledge economy era.With the development of ocean economy and the change of economic development ideas,people begin to attach importance to the innovation-oriented development of ocean economy.Zhanjiang is an important marine port city in Guangdong Province.The economic center of Western Guangdong and Beibu Gulf is also the longest coastline city in China.Land economy and sea economy are inseparable.Marine economic development plays an increasingly important role in future strategic deployment.In 2016,Zhanjiang successfully declared the 13 th Five-Year Plan National Marine Economic Innovation and Development Demonstration City,which marks that Zhanjiang has entered a new round of marine economic innovation and development stage,and is at the key point of the overall economic transformation and upgrading.But this does not mean that Zhanjiang has formed a good model of marine economic development.The progress and level of marine economic innovation and development in Zhanjiang need to be measured.Through the performance evaluation of marine economic innovation and development in Zhanjiang,it is not only conducive to improving the efficiency of marine economic innovation and development in Zhanjiang,but also provides a scientific and feasible reference basis and implementation plan for Zhanjiang to enhance its comprehensive strength and develop a strong marine city in the future.Based on the existing research results and the actual situation,this paper conducts in-depth research on the performance evaluation of marine economic innovation and development in Zhanjiang City by using the research methods of literature survey,system analysis,comparative study,qualitative analysis and empirical analysis.Firstly,this paper defines the relevant concepts and research subjects based on the literature research.Then,with the support of innovation-oriented economic development theory,sustainable development theory and performance evaluation theory,it proves the importance and feasibility of the performance evaluation research of marine economic innovation development in Zhanjiang,and puts forward the theoretical thinking and operational methods of the research,and in Zhanjiang.On the basis of in-depth analysis of the present situation of marine economic innovation development in Jiangsu,the problems and opportunities faced by the current marine economic innovation development in Zhanjiang are summarized.Then,with the goal of "4E" economy,efficiency,efficiency and fairness,and the principle of comprehensiveness,scientificity and comparability,according to the four dimensions of economy,innovation,ecology and society,the performance evaluation index system of marine economic innovation development in Zhanjiang City is constructed.Then,the performance evaluation of marine economic innovation development in Zhanjiang City is empirically analyzed by using the method of entropy,and the results of performance evaluation are exhibited.Open discussion.Finally,according to the results of performance evaluation,this paper combs out the development trend of marine economic innovation in Zhanjiang,and puts forward five suggestions: overall planning,optimizing the marine structure,developing new marine industries,promoting the clustering of marine industries,increasing financial support,improving investment incentive mechanism,adhering to the strategy of developing the sea by science and technology,training excellent marine talents,attaching importance to the international market and breaking through the barriers to marine trade.Discussion.
