Research On The Coordination Degree Between Regional Marine Technology Innovation And Blue Economy Development

There is a strong interaction relationship between technology innovation and economy development and the coordinated development has become a key factor in the healthy and sustainable development of regional economy.With the uplifting position of marine development and utilization in national development strategies and the growing requirements for sustainable blue economy developme nt,the issue of coordination degree between marine technology innovation and blue economy development,which are important parts of the scientific and technological system,has also aroused widespread concern.In this context,this paper studies the coordination degree between marine technology innovation and blue economy development in the blue economic zone of Shandong Peninsula,trying to enrich theory of the coordinated interactions between marine technology innovation and blue economy to a certain ext ent.And to explore the main factors influencing coordination degree from an empirical point of view.The results should be beneficial to reinforce technology innovation advantages of the peninsula and to promote the healthy development of blue economy.Based on the theory of innovation,regional economy and marine sustainable development,this paper divides the influencing factors of regional marine technology innovation into three levels: marine technology foundation,technology input and technology output.The factors of regional blue economy are divided into five levels: economic scale,economic structure,marine resources,ecological environment and regional economy.And then the coordination mechanism between regional marine technology innovation and blue economy development is analyzed.After the theoretical analysis,according to the influencing factors,the index systems of marine technology innovation ability and blue economy development level are built.The data of blue economic zone of Shandong Pe ninsula from 2005 to 2014 are used as the sample to establish the coordination degree model,and the main factors influencing the coordination degree are explored by grey correlation analysis.The paper mainly studies three issues:(1)the coordination mec hanism between regional marine technology innovation and blue economy development;(2)measuring the condition and tendency of coordination degree between marine technology innovation and blue economy development in the blue economic zone of peninsula by the coordination degree model;(3)exploring the main factors influencing the coordination degree through the grey correlation analysis.The results show that marine technology innovation plays a leading role in the development of regional blue economy.The blue economy development lays the material foundation for marine technology innovation,resulting in the feedback effect.The coordination degree between regional marine technology innovation and blue economy development depends on the joint force from th e two.Any one that lags will hinder the upgrade of coordination degree.There is a strong relationship between marine technology talents,marine technology output and regional blue economy development level.The size of the blue economy,economic structur e and regional economy development are closely related with marine technology innovation ability.Therefore,this paper proposes recommendations: strengthening the construction of marine talents mechanism and accelerating the industrialization of marine technology achievements;establishing cooperative mechanism,optimizing marine industrial structure and strengthening marine resources and environment protection.
