Study On The Innovation And Development Of Marine Economy Of Shandong Peninsula Blue Economic Zone

With the rapid development of the world economy, many problems have appeared at the same time. For example, the shortage of resources and the deterioration of the environment are becoming increasingly serious. The area of global ocean accounts 71% to the total area of the whole earth that means the ocean has rich natural resources. In recent years, marine economy has been developing rapidly and useful new type marine resources have been discovered constantly. It has brought new opportunities to solve two major problems of resources and environment, which plagued the human survival and sustainable development. All the countries in the world have expanded to the marine economy as the main body of the development strategy that called “blue economy”. We can even say that the twenty-first Century is the century of ocean.In January 6, 2011, the State Council officially approved the "Shandong Peninsula Blue Economic Zone Development Plan". Thus, the construction of Shandong Peninsula Blue Economic Zone was officially rising to national strategy and became an important part of national marine development strategy and regional development strategy. This is the first regional strategic planning which use the ocean economic as the subject in China. Based on the successful marine economic development experience of America, Japan, Canada, Australia and other countries that have developed marine economy, we can effectively promote the innovation and development of marine economy of Shandong Peninsula blue economic zone.Using the SWOT analysis method, this paper respectively analyzed the strengths, weakness, opportunity and threats of the Shandong Peninsula Blue Economic Zone Development. In order to improve the innovative development capacity of marine economic, firstly we use the scientific method to evaluate the innovation status, operation condition, and degree of realization and achieved results of Shandong Peninsula Blue Economic Zone. The evaluation of innovation development ability is the premise of innovation development rising from the theory stage to practice stage.Firstly, this paper combined with the actual situation and the results of previous studies, constructs the evaluation index system of marine economy development of Shandong Peninsula Blue Economic Zone. Then using SPSS software, this paper selects the method of principal component analysis to comprehensively evaluate the ocean economy innovation development of Shandong Peninsula Blue Economic Zone, and using the same method to evaluate the innovative capacity of marine economy of the seven cities of Shandong Peninsula Blue Economic Zone, which helps to provide basis for decision making of the formulating of the innovation development strategy.Based on the elaboration of current situation of the innovation development and the empirical analysis of the marine economy of Shandong Peninsula Blue Economic Zone, we pertinently put forward policy recommendations for the development of marine economy innovation. The policy recommendations mainly involve three aspects: optimization of marine economic industrial structure, the implementation of the strategy of science and education to improve the development of the ocean, improve the ability of protection of the ecological environment. Reasonable policy recommendations are important guarantees for promoting the innovation and development of marine economy of Shandong Peninsula Blue Economic zone.
