Research On Policy Innovation Of Marine Economic Development In Beibu Gulf Area

With the increasing scarcity of land resources,the marine economy has gradually become a hot research field for experts and scholars.At the same time,the status of the marine economy in the development of the national economy has received increasing attention,and the development of the marine economy has risen to the level of national development strategy.As a new urban cluster at the national strategic level,the Beibu Gulf region,combined with the actual conditions of the Beibu Gulf region,will play a unique geographical advantage and make good use of the policy dividends to sort out the existing marine economic development policies in the Beibu Gulf area,so as to be scientific,reasonable and Targeted policy innovations provide a sound policy for the development of the marine economy in the Beibu Gulf region.It is not only a strategic need,but also of great practical significance.Based on the theory of public policy,policy dynamics theory and Schumpeter's innovation theory,this paper analyzes the specific policy status of marine economic development in Beibu Gulf by using comparative analysis method,text analysis method and system analysis method,and deeply explores the policy itself and the existing problems in the implementation process of marine economic development in Beibu Gulf region,and draws lessons from the United States.Based on the relevant experience of China's marine economic development policy,this paper puts forward feasible countermeasures and suggestions for improving the marine economic development policy in the Beibu Gulf area.The paper is divided into six parts.The first part of the introduction,including research background,research purposes,research significance,research status at home and abroad and research ideas.The second part is the definition of the concept and the theoretical basis,expounding the related concepts and theoretical foundations involved in the research.The third part of the policy status and existing problems,sort out the marine economic policy of the Beibu Gulf Urban Agglomeration Development Plan,analyze the marine economic policy of the Beibu Gulf area based on the content analysis method,and study the specific policy status of the marine economic development in the Beibu Gulf area.There is a problem.The fourth part is the experience of the US marine economic development policy.The fifth part is theproposal for the innovation of marine economic development policy in the Beibu Gulf area,which clarifies the innovation orientation of the marine economic development policy in the Beibu Gulf area,and proposes the innovation of the marine economic development policy in the Beibu Gulf area.The sixth part of the conclusion and discussion.Through research,the following basic understandings have been formed:(1)This paper always takes the marine economic development policy of the Beibu Gulf area as the main line,and makes a detailed analysis of the specific ocean policy of the region,pointing out the imperfections of the marine policy in the Beibu Gulf area,and finally puts forward innovative guidance and suggestions.(2)The marine economic development policies in the Beibu Gulf area were mainly introduced in the form of planning,which promoted the development of the marine economy in the short term,but there was no detailed policy support,and the target of the marine economic production activities was not strong,which hindered the oceans in the region to a certain extent.Sustainable economic development.(3)The marine economic policy in the Beibu Gulf area is still not perfect.It should be combined with the development trend of China's new era marine economy.It is guided by the important thesis of General Secretary Xi Jinping on “ocean development” on various occasions to clarify the marine economy of the Beibu Gulf area.Develop policy innovation orientation and formulate more innovative marine economic development policies.
