Research On Regulation Of Ride-hailing Platform From The Perspective Of Evolutionary Game

The ride-hailing industry is a new business form that combines traditional taxi services with Internet technology and a sharing economy.Since its emergence,it has aroused strong concern,on the one hand,the emergence and development of ride-hailing industry make up for the shortcomings of urban public transport and provide convenient and personalized travel services for residents,on the other hand,the regulation of traditional taxi industry is not suitable for the development of new industry,and the regulation of ride-hailing industry has become a worldwide concern.Various countries has gone through roughly the same process on the regulation of ride-hailing,from laissez-faire to strict regulation to prudent management.On November 1,2016,Tentative Measures for the Administration of Ride-Hailing Service was implemented,although the legitimate status of the ride-hailing industry has been recognized at the legal level,the idea and content of regulation have not yet got rid of the idea of supervision of cruise taxis,government in our country have been exploring new ideas and paths for the regulation of ride-hailing industry.This paper focuses on the regulation of the ride-hailing platform.It holds that the government's policy for the platforms depends on not only the development of the ride-hailing industry in China,but also the game between policymakers and network platforms in the regulation system.The strategy choice of both sides is a process of continuous learning and evolution.The formulation and improvement of regulation policy need to build a scientific and effective decision-making model,which can analyze the evolution mechanism of the subjects' behavior from the perspective of qualitative analysis.Based on this,this paper constructs a two-dimensional evolutionary game model between the government and ride-hailing platforms,which provides a new idea for the regulation of the platform.The main research work of this paper is as follows:Firstly,this paper defines the concept of ride-hailing,analyses the development process and service characteristics,review the existing regulation policies of ride-hailing platform in China,and explains the problems in the existing policies.Secondly,on the basis of explaining the relevant theories and concepts,the paper proves the applicability of evolutionary game in the regulation research of ride-hailing platform,andanalyses the mechanism of evolutionary game in the regulation process.This paper finds that the strategy choices of the game players are influenced by their own payoff as well as others' strategy choices.Thirdly,an evolutionary game model is built between the government and the ride-hailing platform,analyzes the game behavior of different subjects and the game revenue matrix,discusses the stability strategies and the influence mechanism of parameters.Based on the analysis of the game results,it is concluded that the intensity of enforcement and punishment are the important factors,which affect the strategy choice of the ride-hailing platform.And in the current market environment,the regulation of the government is necessary for the platforms.Finally,on the basis of studying the conclusions and simulation research,the paper puts forward reasonable suggestions about the government regulation on the ride-hailing platform.
