The Deve lopment Plan for New energy Automobile Industry(2021-2025)points out that the new energy automobile industry should take innovation-driven as the principle,establish a technological collaborative innovation system of industry-university-research cooperation with the participation of the government,and work together to tackle key core technologies.This shows that governmentindustry-university-research cooperation innovation is the key way to achieve the technological breakthrough of "three electricity" of new energy vehicles in China.At present,the government-industry-university-research cooperative innovation in China’s new energy a utomobile industry has little participation,short sustainability,low enthusiasm and weak innovation-driven relationship,which has not yet formed a comprehensive cooperative innovation relationship.To explore the influence mechanism of government-industry-universityinstitute cooperative innovation for new energy vehicle industry in China,the government,enterprises and institutes of colleges and universities cooperation innovation motivation and strategy is analyzed respectively,based on the construction of new energy vehicles industry government-industry-universityinstitute cooperation innovation game framework,combined with the existing study found that the influence of cooperative innovation mechanism.Secondly,based on the social network method,this paper describes the topological characteristics of the government-industry-university-research cooperative innovation network of China’s new energy vehicle industry with the static and dynamic dimensions from2008 to 2020 and conducts in-depth analysis.Thirdly,the tripartite evolutionary game model of government,industry,university and research of new energy automobile industry is constructed to solve the evolution and stability strategy of government,industry,university and research in various equilibrium situations.Finally,MATLA B software is used to simulate the formation of the evolution stability strategy of government-industry-university-research institute and the influence of different mechanisms on the strategy under various equilibrium situations,and the following conclusions are drawn:First,there is synergy between enterprises and university-research in willingness to cooperate and innovate,which is contrary to government’s active intervention.Second,higher innovation cost or lower innovation benefit can moderate the influence of cost allocation and rationality of profit distribution on cooperative innovation intention.When the cost of cooperative innovation is low or the profit of cooperative innovation is high,the cooperative innovation intention of enterprises and university-research has no relation to the cost allocation and profit distribution.Thirdly,the default cost of cooperative innovation can promote the realization of cooperative innovation between enterprises and universityresearch,and too low default cost can hardly restrain the transformation of enterprises and university-research to default strategy.Fourthly,the implementation of procedural and anticipatory incentives by the government can improve the cooperative innovation willingness of some enterprises and institutions,while the equilibrium proportion of cooperative innovation strategies between enterprises and university-research shows periodic fluctuations.Fifthly,the government’s strengthening of infrastructure construction can stimulate the enthusiasm of enterprises to participate in cooperative innovation;The longer the period for infrastructure construction to drive enterprise profits,the less patient the enterprise will be in cooperative innovation.It is of great significance to explore the innovation mechanism of government-industry-university-research cooperation in the new energy automobile industry.This paper enriched the understanding of the mechanism of government-industry-university-research cooperation innovation in the new energy automobile industry,and provided a certain theoretical basis for the governance of government-industry-university-research cooperation innovation in the new energy automobile industry.It also provides some policy reference for the transformation and upgrading of the automobile industry.
