With the prevalence of “Health-preserving wind” and covid-19,the development of Chinese herbal medicine industry is unstoppable,but there are still many problems to hinder the development of Chinese herbal medicine industry.In recent years,the quality problems of Chinese medicinal materials emerge one after another.There are many links in the whole process of supply chain,and many links have the possibility of quality problems,its quality directly affects the clinical curative effect,the People’s medication safety,the doctors’ diagnosis and treatment level and the reputation as well as the development of the Chinese herbal medicine cause,in addition,In addition,various green trade barriers set by developed countries in international trade have a great impact on the export of Chinese herbal medicines,such as excessive pesticide residues in Chinese herbal drinks,which restrict Chinese herbal medicines from going abroad.Based on the above background,this paper researches the strategy choice of three parties,namely,herbal growers,processing enterprises and the government,in view of the current situation of green supply chain development of herbal medicines and the introduction of government regulation,which provides theoretical basis and helps to improve the green level of herbal medicines as well as the green supply chain decision of herbal medicine enterprises and the formulation of government regulation strategy.In this paper,we first analyzed and studied the strategy selection of green supply chain of Chinese herbal medicine under government regulation by using the method of evolutionary game,established the evolutionary game model of green supply chain of Chinese herbal medicine consisting of three parties: government,growers and processing enterprises,obtained the optimal revenue function of eight strategies and constructed the evolutionary game payment matrix,then solved the dynamic equation of replication and evolutionary stability analysis of three subjects,and finally conducted numerical simulation analysis,analyzed the influence of different parameter changes on the strategy selection of three parties,and proposed countermeasures and suggestions for government and Chinese herbal medicine supply chain enterprises respectively.The results show that:different initial government willingness to participate,government financial penalties,government subsidy intensity,free-rider revenue,and green revenue return all have an impact on growers’ and processors’ decisions;the lower the cost incurred by the government for strong regulation,the higher the government financial penalties and subsidies,the higher the green revenue return obtained by enterprises,and the faster nodal enterprises choose to make green inputs;when nodal enterprises have The higher the freerider income obtained by the other party when one party makes green inputs,the smaller the probability of their making green inputs Finally,relevant management insights are proposed.
