The emerging online-car industry has revitalized the idle vehicles and driving ability of the society.While creating a personalized and convenient life for people,it has also brought a series of social problems that cannot be ignored,such as negative regulation and unfair competition of online car-hailing companies and illegal operation of drivers.In the regulation of online car-hailing market,traditional regulation ideas and strategies are not applicable and cannot function effectively.Besides,participants in online car-hailing market are closely related.Therefore,it is necessary to take the main participants in consideration,including governments,online car-hailing companies,drivers and passengers,to explore their strategy and influence factors.From the perspective of stakeholders,this study simulated and analyzed the game of online car-hailing regulation system through evolutionary game and system dynamics,and provided suggestions for the government to regulate the online car-hailing market.The main contents of this study include:(1)Analyzed the relationship between the main players in online car-hailing market,and constructed two evolutionary game models.One focused on government and online car-hailing companies,and the other was for online car-hailing companies,drivers and passengers.The evolutionary stability and influence factors were discussed.(2)Constructed two system dynamic models for the online car-hailing market,one was without government regulation,and the other considered government regulation from the aspects of punishment,motivation,policy adaptability,public participation and social justice.The comparison of the evolutionary stability of the two different situation was carried out.(3)Conducted evolutionary stability control scenario and regulation effect optimization scenario to explore the impact of different government regulatory measures on market regulation,and proposed suggestions for online car-hailing market regulation.The results show that:(1)Government regulation is an important force that constrains the bad behavior of the participants in online car-hailing market.In the absence of government regulation,the evolutionary stability shows a market failure that the online car-hailing companies will be lack of self-discipline,the driver will be rule breakers,and the customers will not participate in market regulation.(2)The strategies of online car-hailing companies,drivers and passengers are affected by each other and by various factors in the game,such as incentives,penalties,their incomes and costs.(3)Although static penalty regulation can reduce the violation rate of online car-hailing market participants,the game process presents greater fluctuations and oscillations.Therefore,dynamic penalty controlscenario was proposed to effectively suppress the fluctuations and cyclical oscillations during the game process.(4)Promoted by the incentive mechanism,the government and online car-hailing companies who form a principal-agent mode of regulation can effectively restrict the behavior of drivers and achieve good regulation effects.(5)Passengers' regulation is an important force to restrain the rule-break behavior of drivers,and improving the enthusiasm and influence of passengers participating in the online car-hailing market regulation is an effective way.(6)The adaptability of policies and regulations for online car-hailing market affects the effect and efficiency of market regulation.With the improvement of policy adaptability,the rule-break behavior of online car-hailing market was effectively suppressed.
