With the rapid development of science and technology in the world today,the degree of progress in technological innovation has become a decisive factor in the prosperity of a country and region.For a region,the efficiency of technological innovation can reflect the strength of its technological innovation capabilities.The improvement of China's scientific and technological innovation capability means the innovation of regional industrial structure and the improvement of economic development model.It can implement the development concept of innovation proposed in the Fifth Plenary Session of the 18 th CPC Central Committee and enable China to build an innovative country as soon as possible and improve its international competitiveness.In recent years,along with the substantial improvement of China's comprehensive strength,under the background of developing independent innovation capability and vigorously increasing the investment in science and technology innovation,whether the efficiency of science and technology innovation in various regions has also been improved correspondingly,and what problems exist,are all that must be paid attention to and considered at present.In this paper,in order to analyze the influence of environmental factors on the efficiency of scientific and technological innovation,and to solve the problems that can't be compared in the frontiers of different periods,an improved three-stage EBM-Windows model considering both external environmental factors and heterogeneous frontiers is constructed.This model eliminates the dilemma of SFA estimation in the second stage of the traditional three-stage DEA model in dealing with panel data.Based on the separation of external environmental factors and the impact of random impacts,this paper considers the impact of slack variables on the measurement of technological innovation efficiency,and at the same time measures the factors that cause the changes in the efficiency of scientific and technological innovation,in order to more accurately assess the technological innovation efficiency of each region.This paper compares the horizontal and vertical dynamic changes of 30 provinces,municipalities and autonomous regions in China except Hong Kong,Macao Taiwan and Tibet in 2007-2016,and explores the reasons for the differences between regions.According to the specific conditions of each provinces,municipalities and autonomous regions,this paper proposes reasonable countermeasures and suggestions for improving the efficiency of scientific and technological innovation,so as to efficiently allocate scientific and technological innovation resources,promote the development of science and technology,and enhance the competitiveness of science and technology.The measurement results in this paper show that under the traditional efficiency measurement method,the level of scientific and technological innovation efficiency of all provinces and autonomous regions is generally low,but after stripping the external environment and random interference factors,the technological innovation efficiency level of most regions has improved.The improved three-stage EBM-Windows model in this paper reflects the true level of scientific and technological innovation efficiency in each region more objectively and accurately and provides certain theoretical support for promoting the implementation of China's regional innovation strategy and realizing the transformation and development of resource-based economy.
