"Green" solves the problem of harmonious coexistence between human beings and nature,which is a necessary condition for sustainable development.To promote the construction of a beautiful China,we must adhere to the harmonious coexistence between human beings and nature,and accelerate the construction of a resource saving and environmentally friendly society;Innovative development solves the issue of development motivation.The report of the 19 th National Congress of the Communist Party of China clearly states that "innovation is the first driving force to lead development and the strategic support for building a modern economic system",and establishes the goal of "accelerating the construction of an innovative country.".Against the background of guiding the new normal of economic development with new development concepts,innovation driven and green development are considered important engines for promoting high-quality economic development.Green innovation organically combines innovation driven and green development,becoming the key to achieving high-quality development.Improving the efficiency of green innovation is of great significance for promoting economic development and environmental protection,thereby achieving sustainable development.However,China has a vast territory and abundant resources,different regions have different natural resource endowments,and different conditions for the development of green innovation.Therefore,on the basis of measuring the differences in green innovation efficiency,clustering analysis of provincial green innovation efficiency and studying the development trend and influencing factors of green innovation efficiency by type are of great significance for improving the level of green innovation in various provinces and even the whole country.This paper takes green innovation efficiency as the main theme,based on the research background of green development mentioned above.Firstly,it sorts out relevant research literature on green innovation efficiency,constructs theoretical frameworks for green innovation,sustainable development,and defines related concepts such as green innovation and green innovation efficiency;Secondly,based on a qualitative analysis of the current status of green innovation personnel,capital,and energy investment in China,as well as the occurrence of economic benefits,research and development benefits,and environmental benefits,an indicator system for green innovation input-output and external environmental variables is established.The four stage DEA super efficiency SBM-Undesirable model is used to measure the degree of influence of the external environment on input slack variables and eliminate the impact of the external environment on green innovation efficiency,Place decision-making units in the same external environment to measure the true green innovation efficiency of 30 provinces in China.Compare and analyze the green innovation efficiency of the first and fourth stages,and measure and evaluate the trend and differences of green innovation efficiency using the Thiel index;Once again,the green innovation efficiency is functionalized,and the functional characteristics of green innovation efficiency in each province are analyzed.Based on the numerical values and curve characteristics of the function,functional clustering method is used to cluster the green innovation efficiency of Chinese provinces,evaluate and predict the development trend of various types of green innovation efficiency;Finally,study the influencing factors of green innovation efficiency by type,in order to propose targeted suggestions to improve green innovation efficiency.
