Research On Marine Ecological Security Governance Model In The South China Sea

The South China Sea is the largest sea in China.It has a unique geographical location,rich biological and mineral resources.It is of great significance to the development of our marine economy and national security.With the economic development and population expansion in the surrounding areas of the South China Sea,the breadth and depth of human activities also have been increased.Frequent human activities have been a major impact on the marine ecosystem of the South China Sea,and the marine life's living environment has been destroyed;the marine environment has been polluted;the marine resources has been over-exploited and even part of them were tend to be depleted.The situation of marine ecological security is severe.Under this circumstance,a set of systematic and comprehensive management models for marine ecological security in the South China Sea is particularly urgent.Although many scholars have conducted a series of studies on the management of marine ecological security in the South China Sea,most of them focus on the research of governance subjects,especially on government-related content,on the object and the methods of the subject acts on the object are less involved.More is the study of some specific countermeasures and proposals,and the research on the comprehensive and systemic marine ecological security governance model in the south china sea is in short.The article takes the South China Sea marine ecological security governance model as research object,and adopts research methods such as literature analysis,empirical research,and system analysis.According to the object of the South China Sea marine ecological security management(the South China Sea marine ecological security reality)is in the situation of deterioration of the living environment of marine life,over-exploitation of marine resources,pollution of the marine environment,and some problems in the governance process such as :the sovereignty is unclear and international cooperation is difficult;the legal system is not perfect;the main body of governance is monotonous,and the degree of diversification is low;the management system of marine ecological security needs to be improved;the marineecological safety control technologies are lagging behind.Based on the experience of overseas marine ecological security governance.The management of marine ecological security in the South China Sea is taken as a whole,a system.Starting with the subjects involved in the management of marine ecological security in the South China Sea(government,NGO,enterprises,public),objects(marine ecological security reality),and the technical means required by the subject to act on objects,to do some research on the marine ecological security governance model in the south china sea.It proposes “4+1+1" comprehensive governance model of the South China Sea marine ecological security governance that status the government,NGO,companies,and the public as the center,the South China Sea marine ecological security as the starting point,and the modern technology means that the subject as the object as the platform.This model was constructed and analyzed from the aims,core ideas,basic frameworks,role divisions,and operational safeguard mechanisms.Finally,in the context of the “4+1+1” comprehensive governance model of marine ecological security in the South China Sea,according to the previous study of the subject,the object and the way the subject acts on the object,one to one correspondence to put forward suggestions for its promotion in the management of marine ecological security in the South China Sea.
