Optimal Path Of Marine Ecological Environment Governance In Huizhou

Marine ecological environment management is an important part of building marine ecological civilization,and its significance is self-evident.The Gulf chiefs system is the latest development form of marine ecological environment management with Chinese characteristics.In 2018,the former Guangdong Provincial Department of Oceans and Fisheries issued the "Notice on Launching the Pilot Work of the Bay Long System in Our Province",proposing to list Huizhou City as the next batch of areas to carry out the "Gulf chiefs system" pilot.However,due to various reasons,Huizhou City has not officially launched the pilot project of the long-term system.In this context,this paper takes Huizhou City as an example to explore the institutional innovation of marine ecological environment management under the Gulf chiefs system.This paper comprehensively uses the literature analysis method and the in-depth interview method,and follows the analysis of "theoretical analysis-status quo research-model construction" to explore the theory of marine ecological environment governance,the strategy of marine ecological environment management in Huizhou City and the construction of the implementation model of the Gulf chiefs system.The main research contents are as follows:Firstly,combing the relevant literatures on marine ecological environment governance at home and abroad,and analyzing the academic research status of marine ecological environment governance;second,the related concepts of marine ecological environment governance,public resource governance theory,responsible government theory and As a theoretical incision,the theory of pluralistic co-governance combines the practical experience of the first batch of pilot provinces and cities in China to construct the theoretical framework of marine ecological environment governance in Huizhou City.Thirdly,it sorts out the evolution process of Huizhou marine ecological environment governance policy.The top-down bureaucratic management,multi-disciplinary responsibilities system and the proposed grid-based law enforcement supervision mechanism outline the Huizhou marine ecological environment governance model.Fourth,the in-depth interview method is used to explore the dilemma of Huizhou marine ecological environment governance.The horizontal coordination of the governance department is insufficient,the governance responsibility chain is inefficient,and the effectiveness of law enforcement supervision is low.Fifth,combined with the research experience of marine ecological environment governance at home and abroad and the practical experience of the domestic long-haul pilot system,the Wanchang system is used for Huizhou.City marine ecological environment governance model to innovate The work objectives of the marine ecological environment governance of Huizhou City under the Wanchang system,design management system from five aspects:organizational design,division of responsibilities,key work,law enforcement supervision,and working mechanism,and manpower allocation,capital investment,publicity guidance,public participation and technology The support angle proposes the implementation guarantee of the innovation of the marine ecological environment governance system in Huizhou City under the Wanchang system.
