Research On Early Warning Of Resources And Environment Carrying Capacity In Guangxi Coastal County Under The Background Of New Urbanization

While the China's urbanization is the key engine to drive world economy development in the 21 st century,the bottleneck of resources and environmental problems present increasingly severe in the process of rapid.Accordingly,the topic about new urbanization process,resources and environment carrying capacity has become one of the nine directions of the future development strategy in the field of Chinese Geo science.As the window of reform and opening-up,the coastal county,its natural foundation was sustaining the rapid development meanwhile was bearing the tremendous pressure.Under the constraints of resources and environment,it's imperative to take a new road of urbanization with practical.Overall,carrying out the research on early-warning of the resources and environment carrying capacity in coastal county at the background of new urbanization,is conducive to properly understand the relationship and influence mechanism between resources and environment carrying capacity and economy sustainable development.What's more,it makes for the rational allocation of terrestrial and marine resources,and the scientific planning of exploitation of layout and intensity,and maintaining sustainable development.First of all,in the base on the integration of domestic and foreign literature and the collection of relevant data,this research tried to clarify the related concepts of urbanization and resources and environment and master the status.Secondly,the technical points of the early-warning of the national resource and environmental carrying capacity evaluation(2016 version)from Jie F were studied and improved.Specifically,the relationship between urbanization level and resource and environment consumption index was included in the process evaluation with decoupling elastic analysis model.Beyond that,adding the veto evaluation on account of department red line was also one of the improvements.By those above-mentioned improvement measures,this paper build a model of early-warning of resource and environmental carrying capacity evaluation about coastal county with basic evaluation,specific evaluation,progress evaluation,veto evaluation and integrated evaluation.Besides,an early warning index system for the resources and environment carrying capacity in coastal county in view of the characteristics of resources,environment and ecology was set up and the key threshold was determined.Finally,this research took the coastal county of Guangxi as an example,8 counties(Dongxing,Fangcheng,Gangkou,Qinnan,Hepu,Haicheng,Yinhai and Tieshangang)with coastline as research units.Then combined with its actual situation to adjust the early-warning model,index system and key threshold,an empirical analysis of its early-warning of resources and environment carrying capacity in 2015 was carried out.Based on the early warning results,this paper put forward some policy recommendations for the development of new urbanization in Guangxi coastal county.The main results are as follows: 1)The related research results of resources and environment carrying capacity are abundant,but there is still room for improvement in the thought,model and indicator of early-warning.2)The carrying capacity state of resources and environment in Guangxi coastal county is not good,most of regions are overloaded except for Tieshangang District.3)The utilization of water resources is appropriate enough to obey the three rule,and the air quality in the urbanization area is well.4)The level of urbanization has improved while the consumption of resource and environment is aggravated.Thus the decoupling relationship between resources and environment and urbanization is expansion connection,and the development type of urbanization is extensive urbanization.5)Most of the area lights up with red and orange early-warning signal.The main reasons for the severe early-warning of the resources and environmental carrying capacity in the coastal county of Guangxi are the shortage of land resources,serious seasonal and planning water pollution,and the lack of rational exploitation and utilization of the coastline resources.And the extensive form of urbanization is the secondary cause.6)Based on the early-warning results,Guangxi coastal county should take the road of new urbanization with intensiv e,green,characteristic and wisdom.
