“Building up the monitoring and early warning mechanisms of resources and environment carrying capacity,and imposing restrictive measures on the regions where soil and water resources,environment capacity and marine resources are overloaded” is one of the major policy decisions made by the central deployment since the 18 th CPC National Congress,as well as an important measure to promote the construction of ecological civilization.At present,the development of national spatial intensity in China is too high,ecological space and farmland have plummeted,a large number of groundwater was overexploited,pollutant emissions have already beyond the environmental self-purification capacity,problems and contradictions of the land development and utilization of space have become increasingly prominent,researches on resources and environment carrying capacity are getting more and more attention by all sectors of society.In this context,this paper intends to take the critical theory and technology methodological issues that the resources and environment carrying capacity evaluation faced as the goal,improve its definition,constituent elements and evaluation goal,build the evaluation techniques and methodologies at the regional scale,and strengthen its services for the land and resources management decisions application guidance.Taking Guangxi Beibu Gulf economic zone as a typical case,the paper carried out empirical research on the comprehensive evaluation and early warning of resources and environmental carrying capacity,and proposed policy recommendations for resource,environmental,ecological comprehensive development guidance as well as regional development and functional layout improvement.Based on the theories and methods summarize of resources and environment carrying capacity,to satisfy the demand for ecological civilization construction and resource-environmental management system reform,this paper analyzed the differences of resources and environment carrying capacity among regions,and put forward the connotation of resources and environment carrying capacity and its general conception of hierarchical evaluation.After identifying eight categories of crucial resource and environment elements,the paper built an index system which comprises 18 bearer background evaluation indexes and 20 carries state evaluation indexes,made clear the evaluation criteria and evaluation threshold determination methods,and proposed the comprehensive integrated evaluation method that contains the restrict limiting factor method which combined with the multi factor weighted sum method and the minimum method.Generally,the paper established a theoretical framework and evaluation methodology on regional resources and the environment carrying capacity,and put forward the regional function-oriented and differentiated evaluation technical processes.The case study results of Guangxi Beibu Gulf Economic Zone show that: On general,the resources and environment carrying capacity in about 2/3 of Beibu Gulf Economic Zone is above middle level.About 40% of the economic zone is suitable for urban development,about 78% of the region is suitable for agricultural production,and about 33% of the region is suitable for ecological protection.Most of the region suitable for agricultural production and the region suitable for urban development overlap,while the ecological constraints is on a low level.In Beibu Gulf Economic Zone,eight counties are in equilibrium state,eleven counties overload slightly,and five counties are in a serious overload condition.According to the type,quantity and degree of overload,one county has reached the red warning level,four counties have reached the orange warning level,nine counties have reached the yellow warning level,and two counties have reached the blue warning level.18 of all 24 counties are affected by resource and environmental constraints on different levels,while the land area and population of such regions accounts for 78.76% and 89.01%of the economic zone.The resource and environmental condition of Hengxian and Wuming in Nanning,Lingshan and Pubei in Qinzhou,County is inappropriate with their regional functions which are proposed to be adjusted properly.Based on the evaluation process and results of resources and environment carrying capacity in Beibu Gulf Economic Zone,the paper put forward the partition management strategies,the development suggestions of resources-environment system(bearing body)and economy-society system(carrying objects),and the optimization proposal of national spatial development pattern.The case study provided the western region and even the whole nation a good example of resources and environment carrying capacity evaluation and its application in relevant planning and decision-making.
