The accelerating process of economic globalization has made the issue of coping with climate change gradually evolve into a global problem.As the world's largest carbon emitter,China is firmly committed to domestic carbon emission reduction policies and plays an important role in global climate change governance.China has announced plans and targets for national independent climate change response.In the process of global climate change governance,China has actively injected more and more "Chinese wisdom" and "China plan" and has become an important participant,powerful contributor,and positive leader in the global ecological civilization construction.The external image reflects China's deep participation in global governance and responsibility for the development of all mankind;promoting internal development,promoting sustained and stable economic development.The root cause of climate problems is the excessive emission of greenhouse gases.Therefore,reducing greenhouse gas emissions is the key to solving climate problems effectively.Fossil energy consumption is a major contributor to global greenhouse gases.Therefore,reducing fossil energy consumption has become the core of solving this problem.China's coal consumption has been consistently high in energy consumption.In 2017,China's energy consumption was 4.49 billion tons of standard coal,of which the proportion of coal consumption was still as high as 60.4%.Therefore,in order to effectively deal with climate change,we need to promote the rational evolution of China's energy structure and accelerate the development of renewable energy.Under this background,this paper studies how to achieve the goal of China's independent contribution to climate change and the win-win goal of sustainable economic development.This paper uses a combination of theoretical research and empirical analysis to address climate change in China.For the research object,on the basis of synthesizing related research results at home and abroad,we comprehensively applied the knowledge of public product theory,cost sharing theory,and mechanism design theory to conduct in-depth research on this issue.Empirically measure the cost of China's response to climate change,and establish an institutionalized cost-sharing mechanism to promote reasonable apportionment among multiple entities such as governments,enterprises,and individuals,and put forward policy recommendations to implement safeguards through effective fiscal and taxation price policy tools.The content of the article is divided into six parts.Details as follows:The first part is introduction.Through the introduction of background,this paper expounds the purpose of thesis writing.At the same time,it reviews the domestic and foreign related documents,explains the research content and research methods of the paper,and puts forward innovations and deficiencies of the paper.The second part is the theoretical basis of the thesis.By systematically discussing theoretical knowledge such as public goods theory,cost sharing theory and mechanism design theory,the theoretical basis of the full text is constructed.The third part is an empirical study and calculation of the cost of China's response to climate change.Based on China's "13th Five-Year Plan" climate change governance objectives and the "Paris Agreement" China's national commitments,this article has established a simultaneous equation system model and a growth accounting analysis framework to actually measure 22 provinces,4 municipalities,and 5 cities in China.Autonomous Regions(excluding Hong Kong,Macau,and Taiwan)to achieve the win-win goal of coping with the cost of climate change.The fourth part is to establish an institutional cost-sharing mechanism to deal with climate change.Under the conditions of collective action public opinion,it is feasible for the government to establish a cost-sharing mechanism for addressing climate change.Explain systematically the principles,approaches,ideas,and main body of cost sharing,and explore a sharing mechanism that allows governments,enterprises,individuals,and other diverse entities to jointly share the costs of China's response to climate change,and that companies and individuals need to share more costs.In the early period,the company and individuals jointly shared the profits.In the middle and later stages,they gradually changed to individual sharing and supplemented by corporate apportionment to realize the transformation and upgrading of China's energy structure and industrial structure,promote China's energy revolution,and effectively respond to climate change.The fifth part is China's fiscal and taxation price policy recommendations for dealing with climate change.By analyzing China's current cost-sharing approach to address climate change,we recommend gradually reducing fiscal subsidies,enlisting energy taxes,improving the country's carbon emissions trading market,promoting renewable energy quota trading,and leveraging fiscal and taxation policy instruments such as green financial leverage to advance China's climate.Change the governance process.The sixth part is the summary and outlook.On the basis of theoretical and empirical analysis,this paper concludes and looks forward to the research of the full text,and provides reference for China's "Thirteenth Five-Year Plan" period and the implementation of fiscal and taxation price policy commitments of the "Paris Agreement" countries.
