The Paris Agreement,signed in 2015,establishes the overall framework of the post-2020 global climate change regime and specifies a mechanism for reducing emissions based on "nationally owned contributions",which is considered a landmark international legal text in the history of mankind in addressing climate change.The Paris Agreement,with "nationally owned contributions" at its core,establishes a "bottom-up" governance model with universal participation by Parties,a new model for addressing global climate change that comprehensively addresses mitigation,adaptation and its support,with developed countries continuing to The model is a new model of global climate change mitigation,adaptation and support,in which developed countries will continue to take the lead in reducing emissions and strengthening financial,technological and capacity-building support to developing countries to help them mitigate and adapt to climate change.The study of nationally owned contributions is divided into four main chapters.Chapter1 introduces the concept and evolution of nationally owned contributions.The UNFCCC,the Kyoto Protocol and the Paris Agreement are the most significant climate reduction instruments in the development of the NCCA.The responsibility for emission reductions has also gradually changed,from an absolute obligation for developed countries to reduce emissions and a voluntary obligation for developing countries to a voluntary submission of nationally owned contributions by countries according to their national circumstances and capabilities,with both developed and developing countries required to undertake emission reduction obligations.Chapter 2 introduces the theoretical basis and practice of nationally owned contributions.The values of equality,freedom and efficiency in climate justice theory are realised in a system of nationally owned contributions,the 'free-rider' effect in collective action theory and international climate compliance theory lead us to focus more on the effectiveness of emission reductions,and the targets for nationally owned contributions pledged by countries help us to empirically analyse the intensity of national emission reductions.Chapter 3 provides an in-depth analysis of the practical dilemmas of NDCs and their solutions.The implementation of the NDC mechanism faces many difficulties,among which the lack of binding force is its biggest shortcoming.Improving the binding force of NDCs and strengthening the construction of compliance mechanisms are effective means to implement the NDC mechanism.The lack of binding commitments to reduce emissions has made it more difficult for the NEC to effectively deal with the problem of free-riding,and the sharing of responsibility for emission reductions among countries is widely debated.Chapter4 introduces China's autonomous national contribution.As a major global carbon emitter,China has taken the initiative to submit and update its emission reduction targets,making a certain contribution to global climate governance,but it is still facing many challenges.China should strengthen its domestic climate legislation,enhance capacity building and promote the achievement of its national autonomous contribution targets in an integrated manner.
