With the rapid development of socio-economic and the continuous improvement of people's living standards,the demand for water resources has become more and more,and a series of water resources problems have inevitably emerged in Zhengzhou City.In response to the increasingly prominent issue of water resources,Zhengzhou City has fully implemented the most stringent water resources management system,defined the “three red lines” of water resources management,and defined the water resources development and utilization control objectives.Based on the “three red lines” of water resources management in Zhengzhou City,this paper evaluates the water resources carrying capacity,and obtains the current strength of water resources carrying capacity and the future carrying capacity of water resources in Zhengzhou City.It is of great significance for Zhengzhou City to better implement the “three red lines” and realize the sustainable utilization of water resources.The main content and research results are as follows.(1)Through analyzing the research status of water resources carrying capacity at home and abroad,the concept of water resources carrying capacity was combed,the commonly used methods for evaluating the carrying capacity of water resources and the research status of water resources carrying capacity in Zhengzhou City were summarized,then raising the problems in the study.(2)Based on the analysis of the basic situation of Zhengzhou City,the water supply situation and the water quality of the water functional area,the existing problems in the development and utilization of water resources in Zhengzhou City are summarized.In response to the issue of water resources,the assessment indicators for the “three red lines” of water resources management in Zhengzhou City were proposed and the control requirements for each stage were clarified.(3)The “three red lines” assessment indicator was used as the main evaluation indicator,and an evaluation index system for water resources carrying capacity in Zhengzhou was established based on the “three red lines”.Based on the fuzzy comprehensive evaluation method combining AHP and entropy weight method,evaluating the water resources carrying capacity of Zhengzhou in 2015,and analyzing the change of water resources carrying capacity from 2010 to 2015.(4)Establish a multi-objective analysis model for water resources carrying capacity in Zhengzhou City with the largest amount of available GDP,the largest population,and the smallest amount of COD emissions,and the main constraint condition of the “three red lines”.Using Matlab software to solve the model,the water resources carrying capacity of Zhengzhou in 2020 and 2030 under the basic plan and water-saving plan were obtained,and putting forward policy recommendations.
