Research On The Reform Of Commodity Quality Sampling Inspection System In Guangdong

Product quality is a major issue related to people's health and safety as well as the nation's economy and livelihood.China has taken the form of segmented supervision on product quality,namely,the supervision is undertaken by quality supervision departments in the manufacturing field,but by industrial and commercial administrative departments in the circulation field.Quality sampling inspection is one effective way that industrial and commercial administrative departments supervise the commodity quality,regulate the market economy,and protect the legitimate rights and interests of consumers.In recent years,with the deepening of comprehensive reform and the promotion of administration streamline,the reform of business system is improved and the ongoing and ex-post regulation is further enhanced.This consequently puts forward higher requirements for the quality sampling inspection system,which is one of the powerful tool for market supervision.Based on the current status of commodity quality supervision,this research focuses on the new sampling inspection system of commodity quality within the circulation area.By literature analysis,comparative analysis,and case study,we conduct this research from three aspects.Firstly,the functioning of the current quality sampling inspection is assessed,and then some problems in the sampling inspection system are pointed out,mainly including repeat random inspection,limited scope of application of the conclusions,and the unscientific retesting procedures.Secondly,the experience of the reform of sampling inspection system of commodity quality in Guangdong Province are summarized,specifically manifesting in the defining procedures,the division of responsibilities,the management of random inspection results,and the disposition of non-conforming product.In addition,several problems are also pointed out,such as the lack of pertinence in supervision,the insufficient level of informatization.Thirdly,some corresponding solutions are put forward,including the improvement of the legal system,the comprehensive adoption of new standards,the optimization of supervisory measures,the promotion of informationization construction,which is of great significance for establishing a sound inspection system of commodity quality in Guangdong Province.
