Study On Mode Of Export Commodity Quality Inspection & Supervision Of CIO

With the further development of open and reform policy in China, and the foreign trade new pattern ,and the TBT barriers after China joined the World Trade Organization. Therefore change the old mode which depending on "sample inspectiong & postcontrol" to establish new mode emphasing on making the ampling scientifically, and reducing the ratio of the sample to CIQ laboratory, meanwhile the inspection and quarantine effect is also scientific and strict,is the times request and the CIQ developing demand.The core of this study will include three aspects: First, accdording to elements, theory, process and effects,analying the old mode limitations; Secondly,depengding on Conformity Assessment Procedure theory,establish the new mode,and utilizing the AHP for calculating the onself coefficient of the element function;thirdly,developing the application program to test the new mode.The main course of this study could be stated as follows.First,on the backgroud of "toxic toy",reviewing the supervising rule of the toy export,and from this offer question.Secondly,introducing the classical quality supervising theory, law and legals ,and overseas & domestic product quality supervising practice. Thirdly, accdording to elements, theory, process and effects,analying the old mode limitation. Fourth, depengding on Conformity Assessment Procedure theory,establish the new mode,and developing the application program to go on research. Fifthly, stating and analying the application data .Sixly,drawing conclution and proposing improvements.The main academic contributions of this dissertation could be stated as follows:First,is the theory innovation ,applying the Conformity Assessment Proceduret theory to product quality supervising practice domation,and acquiring better effects. Secondly,application innovation, the information_based,implementing the management automation, improving the management efficiency. Therefore, This study provides an important direct on how to improve domestic product quality inspection and supervising.
