A Research On Problems And Countermeasures In Food Safety Sampling Inspection In Chengdu

"Food is the paramount necessity of the people,and safety is the paramount necessity of the food".In the modern society,one of the major livelihood issues focused by the contemporary people is food safety.The melamine incident made a sensation throughout the country in 2008.After that,society is increasingly concerned about food safety.Our country had successively issued relevant laws and administrative regulation and department regulations,including Food Safety Law,Regulations on the Implementation of the Food Safety Law of the People’s Republic of China,Management Measures for Food Safety Sampling Inspection,etc.,so as to strengthen food safety supervision work,and Ensure the masses of the people’s "Safety On the Tip of the Tongue".The National Food Safety Plan for the 13 th Five Year Plan was researched and drafted by the Office of Food Safety Commission of the State Council jointly National Development and Reform Commission and Ministry of Finance,etc.Food safety sampling inspection survey(hereinafter referred to as "food safety sampling inspection")is deemed as a basic system confirmed in Food Safety Law,the important measure for Market Supervision and Regulation Department to monitor food safety risk and troubleshoot hidden dangers,the important mean to scientifically and objectively evaluate the overall condition of food safety,the link concerned by government in food safety supervision and management at present and the indispensable mean.Currently,many domestic scholars,experts and government officials conduct relatively macroscopic research on the local food safety supervision and management which is inconsistent in different areas and owns the regional difference.For Chengdu,the systematic research on sampling inspection in food safety supervision and management as the most important link is lacked.The systematic research on the sampling inspection link is just conducted in this paper for the relevant food safety department of Chengdu.First,the research background,theoretical foundation,research status,research thought and method are expounded,then all sampling inspection links of Chengdu food safety are researched through data collection,interview,survey,etc.and some problems in sampling and inspection links are found,based on which,several reasons are deeply analyzed,such as the insufficient professional talent team construction,not sound management system,unreasonable integration of government inspection and testing resources,etc.In the end,the countermeasures and suggestions to perfect Chengdu food safety sampling inspection are scientifically proposed by reference of the working experience of food safety sampling inspection in domestic advanced areas and in combination with the specific conditions of Chengdu to help Chengdu Food Supervision and Management Departments at all levels plan and arrange more rational annual food safety sampling inspection tasks and efficiently carry out the food safety sampling inspection.
