Strengthen The Monitoring The Quality Of The Circulation Of Goods Countermeasures

Since the reform and opening-up,in the 30 years China has entered the time of fast development,but the overall quality level of Chinese product was still relatively low. There are many factors that affect the quality of products,in which the government supervision toward the circulation domain is especially remarkable.Based on defining the limits of commercial quality supervision towards the circulation domain,this article made clear its range and scope,and cleared about the concerning scope and stratification plane of the research.This article elaborated the principle,the duty,the means and the primary coverage of the industry and commerce department in the process of supervision.It also has analyzed the present situation of commercial quality supervision towards the circulation domain in our country.Moreover, the research has analyzed many problems in the circulation domain,such as the commercial operator's informal act,the existing legal vacuum,duplicate law enforcement and the law enforcement level urgently awaits to enhance,and the quality supervising and managing haven't been put into full play.This article discusses the main countermeasures to strengthen the supervision of goods quality in the field of circulation in China,including speeding up the legal system construction in terms of the supervision of goods quality in the field of circulation through speeding up the construction of goods technical standards system and strengthening the enforceability of laws and regulations of the supervision of goods quality in the field of circulation;perfecting goods quality management system and innovating the supervision approach to ensure that the regulation in place through eliminating "two fees" to promote function transition,implementing the credit classification,expanding and improving goods admittance,setting up goods quality supervision network,adjusting the staff knowledge structure,strengthening internal resource sharing,improving regulatory accountability and other countermeasures; promoting the construction of socialized quality supervision system by strengthening the executive direction for operators and the guidance for consumers.Based on the analysis of the present situation and existing problems of the quality supervision in commodities circulation domain in China,this paper makes an objective evaluation of the effectiveness of the current market control,and brings forward corresponding strategies and measures for further strengthening work in this regard, which is of somewhat practical and social significances for intensifying the supervision and protecting the rights and interests of enterprises and consumers.
