The Design And Application Of The Performance Evaluation System Of A Tax Service Hall

The tax service is a basic indicator for performance assessment of the taxation department;the improvement of the service and sustainable upgrading of the service standard are powerful means to transform government functions and further create a good environment for development.The tax service is a general term for service,which is provided to the taxpayers by the government departments and social organizations according to the relevant laws and regulations to ensure that the taxpaying and execution of the rights of the taxpayers will be even more convenient and standardized in a comprehensive and cost-efficient manner.The improvement of tax service with innovative thoughts in work should be compatible with the requirements for development of informatization so as to provide an important impetus for the construction of service-oriented government and enable the taxation department have a better demonstration role.How to provide standardized service while further enhancing the tax management by law is a new challenge now facing the taxation department in order to make improvement in terms of the compliance of tax law and taxpayer’s satisfaction.The development of the theory of new public management has provided a new management approach on the performance management and service assessment.Based on the study of tax service performance,this paper uses the current J2 EE operating system,Model View Controller software component model and object-oriented service architecture to develop the performance assessment system targeted for the Tax Office.Based on the analysis for the necessity of tax service performance assessment and with consideration for the actual work characteristics,the system provides a platform to collect,classify and analyze the tax service data acquired from the database and present the analysis results through different graphs and charts for further decision making by the management.The application of this system can help to scientize,informatize and modernize the management and assessment of the tax service,which can address the following issues:1.Real-time monitoring of tax service in the taxation hall;2.Unified management of the work related to tax service;3.Use of uniform standard for performance assessment of the tax service personnel;4.Complete storage of the tax service data in the taxation hall;5.Provide a platform to the management of all levels for analysis of the tax service data;...
