China's economy has entered a period of new normal.People's living standard has also been significantly improved with the rapid development of our economy.However,various natural disasters and public emergencies are also increasing,which has seriously hindered the development of China's economy.An emergency plan that can respond quickly to various emergency situations and provide precise guidance for rescue operations is urgently needed to minimize the loss of property of the country and the people.The emergency logistics plan management system is a part of the"Five Cross" integrated command and dispatch information platform.The management system can handle a variety of different emergencies and develop appropriate rescue plans according to the emergency information.Finally,the emergency logistics plan management system can assist the"Five Cross" platform to schedule the transportation of emergency supplies and guarantee the normal operation of emergency rescue.Solving the problem of the emergency logistics demand for emergency supplies is the main concern of the emergency logistics plan management system.The management system has established the emergency plan database and implemented several business processes involved in the plan management.The management system can provide the needed emergency supplies information for the emergency events through the matching algorithm when an emergency occurs.Moreover,the management system will review the rescue data for duplicate checks and save the data as a new plan for later use after the rescue.The management system also uses a machine learning algorithm to automatically generate new plans to enrich the content of the plan database.This paper first studies the domestic and international researches on the emergency logistics plan management system.Secondly,the background knowledge and key technologies involved in the management system are described in detail,and a systematic requirement analysis is carried out to determine the various functions required in the management system.Thirdly,the outline design and detailed design of the overall structure of the management system are performed,and the key problems are solved.Finally,the management system is tested,and all the test cases are passed to meet the requirements analysis requirements.
