The Key Module Development And Application Of The Emergency Management Platform For The Oil Industry

In 2003, due to the spread of SARS virus, the state attached great importance to the emergency management and related industries, and issued the construction of "One plan and three systems" (including the preparation of relevant emergency plans and the implementation of regulations). Petroleum and other energy industry as a industry with relatively high coefficient of risk, the significance of emergency management is more obvious. And the system of emergency management is widely used in these industries.Emergency management platform takes the disposal process of emergency as the main line, involving the monitoring, controlling, alarm, receiving siren, response, treatment, recovery and reconstruction of various emergencies. In the process of disposal, it is an important guarantee to reduce the loss and the negative impact by taking emergency plan as the core, responding rapidly, efficiently and orderly to prevent and reduce the occurrence and deterioration of unexpected events.The petroleum industry involves exploration, drilling, exploiting, oil refining and chemical industry, as well as the transportation of various oils and other business, the risk coefficient is relatively high. So it is very important to strengthen the risk management, improve the timeliness of risk early warning, and improve the ability of quick-reaction and emergency handling. The emergency management system provides a strong means of technical support to prevent and properly deal with all kinds of emergencies, reduce the economic losses and adverse social effects caused by unexpected events.The main work of this thesis includes:(1) The framework of emergency management in the petroleum industry. This paper analyzed the characteristics of emergency services from the business scope and the characteristics of the oil industry, combining with the organization of petroleum enterprises, event types and emergency plan system, sorted out the framework of emergency management in the petroleum industry.(2) The detailed design of the emergency management system in the petroleum industry. Based on the framework of emergency management in the oil industry, this paper described the system architecture, technical route and deployment plan, as well as the detailed function design and database design and implementation, from the angles of design principle, overall design and detailed design.(3) The practical application process of the emergency management system in petroleum enterprises. Combined with the characteristics of the petroleum industry, this paper explained the application process of the emergency management system in the petroleum enterprise, as well as the actual operation effect in the oil companies in detail.The design and implementation of the emergency management platform focuses on the optimization of disposal, the digital plan (especially the flow chart of plans) which have improved the efficiency and effectiveness of emergency plan, the information reporting of the mobile terminal has improved the timeliness and accuracy of information reporting at the scene.
