With the development of social economic, the forms of public emergencies have become increasingly diversified and the frequency of it is bound to get higher. How to establish emergency plan and achieve multi-sectoral joint rescue with the conditions of time constraints is is the core of emergency decision making system. At present, the success of the emergency decision-making system has achieved a unified platform for multi-sectoral response alarm joint operations, but the research on how to organize and use of emergency plans to generate knowledge rapidly is just beginning.With the support from the item of National Nature Science Foundation of China(No.70871061), in connection with the problems and difficulties encountered in the knowledge management for emergency treament, regarding the structure of emergency plans as starting point, the thesis establishes the semantic model of the emergency plan based on category theory, confers the application of this model in the digital emergency response system, and gives the implementation approach and related algorithms to achiveve automatic generation of digital emergency plans. The main study contents are as follows:(1) The structure model and algorithm of emergency plans is designed. This article refers to the experiences of the digital system for emergency plans and combines with the digital practice of emergency plans. With the analysis of 3,000 documents of emergency plans we collected, the directory structure of the emergency plans has been exacted, the structural model of emergency plans has been built. By using the ontology construction and based on this model, the text plans can be regulated and so that it can be converted to the digital plans. Moreover, the emergency plans without construction can be converted to the xml documents of structured emergency plans.(2)The semantic model of the emergency plan is builded. Based on the category and ontology, the article is divided into the emergency plans for a number of knowledge fragments, with the representation of knowledge fragments as a starting point , and then complete the semantic model of emergency plan.(3)The architecture of digital emergency response system and the automatic generation mechanical of digital emergency plan is designed. The article gives the architecture of digital emergency response system, design the process and the realization based on the restructuring of emergency procedure of automatic generation of digital emergency plan, then analyze the reengineering method of emergency process by emergency process maping, matching and merging.
