In recent years, China’s urban road traffic emergency occurs frequently, people’s lives and property suffer heavy losses. Road traffic emergency management needs to be based on emergency plans, the disposal process involves complex scheduling of personnel and materiel and administrators need to make complex decisions. So it is imperative that the urban transportation emergency management have an integrated decision support system based on emergency plans.Firstly, the existing problems of road traffic contingency plans were analyzed. Then the author describes the research status of the digital technology for emergency plan and emergency decision support system. Then the main theories and key technologies required for system design and implementation were introduced and the feasibility of applying the CBR based IDSS to aid decision-making in road traffic emergencies was analyzed. Then comes the requirement analysis.In the section of system design, the object-oriented approach was used to complete digitized representation of the emergency plan and a storage model based on relational database for the plan was designed. K-NN algorithm was used to retrieval plan in the CBR, decision-making knowledge and map API were used to revise the retrieve results. At last the design of the main function modules and the database was completed.Finally, ASP.NET, AJAX, Baidu Map API and other technologies were used to complete the realization of the system. The system provides the whole emergency management and emergency inquiry functions for road traffic emergencies which include fast and accurate event entry, rescue route planning and navigation, dynamic monitoring of rescue process, resources distribution visualized query, analysis of accident black spots, etc. In the end of the paper comes the summary and outlook.
