There are many kinds of natural disasters in China,and the population distribution is highly concentrated.After the disasters,there will be a large number of casualties,resulting in serious property losses.Therefore,how to respond quickly in a limited time after the disaster,ensure the timely and reasonable batch distribution of accurate rescue materials to the disaster area,and realize the rapid and accurate rescue work is the key to ensure the basic life safety of all people in the disaster area and the need for disaster relief,and it is also an important part of the current emergency rescue work in China.Based on the background of rapid and accurate delivery of relief materials in the early stage after the earthquake,this thesis focuses on the multi-objective and multi constraint emergency material scheduling optimization problem based on road reliability,comprehensively considers the scheduling of multiple disaster points,multiple supply points and various types of materials,and develops a material delivery information management system on this basis,It provides a larger search space for the search of the optimal solution.In the post-earthquake emergency material scheduling optimization problem,most of the existing studies are limited to a single objective,and rarely consider the post-earthquake road reliability,available material constraints,transportation capacity constraints and other actual conditions.This thesis takes the shortest transportation time and the highest material demand satisfaction rate as the objectives,and comprehensively considers the number of transportation vehicles,reliability constraints of transportation road conditions,and load capacity constraints Based on the constraints of quantity and inventory,a material allocation and scheduling model is constructed,and a two-stage solution method based on priority is adopted,that is,material allocation based on distance priority and transportation capacity scheduling based on road reliability priority.For the NSGA has great advantages in solving the material delivery problem in emergency logistics,this thesis uses the algorithm to solve the model,and for the premature convergence problem of the algorithm,this thesis proposes a mutation optimization scheme based on matrix coding,which aims to reduce the convergence speed of the algorithm by increasing the diversity of the population,and provide reference for the search of the optimal solution more search spaceThis thesis designs and develops a material delivery information management system based on B/S architecture.In order to increase the system's development efficiency and portability,the back end uses Nest JS framework based on Type Script language,and the front end uses Ant-design technology.The system provides material demand management,material scheduling management,material inventory management,population casualty prediction management and other functions.The joint optimization model of post-earthquake emergency material dispatching and distribution studied in this thesis can provide scientific model and theory for post-earthquake emergency rescue decision-making.The material delivery information management system can quickly generate post-earthquake emergency rescue material dispatching scheme in a short time,and provide theoretical basis and technical support for decision-makers to make emergency plan and implement.
