At present, China as the world’s largest developing country, prosperity anddevelopment of the coal industry plays an important role in China’s economicconstruction. Due to the relative complexity of underground mining conditions and thedefect of mining facilities, accidents have occurred in coal mining enterprises, whichcaused huge economic losses and casualties. With the investment of the safetyequipment funds and the enhance awareness of the personnel security, the incidence ofaccidents is significantly lower. But compared to the USA and other developedcountries, there is a considerable gap. The reason is that China’s coal mine emergencysystem did not really form complete information integration and traditional contingencyplans especially lack pertinence, timeliness, execution and operability etc. In the actualprocessing of coal mine accidents emergency treatment, reducing the damage of theaccident should be taken to reduce the damage of the accident in the first action,controlling the scope of the accident and reducing the enterprise and personal life andproperty loss.In this paper, according to the actual coal mining enterprises emergencymanagement needs, put forward a new coal mine emergency management scheme basedon PERT/CPM and scheduling technology of the project management system as a guide.The emergency scheme divide traditional emergency plan into the fixed plan and theflexible plan. When the coal mine accident happened, the fixed plan aim at rapidlylaunching emergency treatment of the common coal mine accidents activities, reducingthe loss and casualties; the flexible plan directed against the actual situation of theenterprise, cutting the emergency plan into many targeted and perform emergencyprocessing task, then pasting the task into emergency execution plan, issuing them tothe emergency agencies and the hands of the people and real-time feeding back in theactual process, constantly adjusting the emergency plan. Meanwhile, this paper uses thecurrent more mature three-tier architecture technology design system architecture; useUML Unified Modeling Language, Power Designer modeling tool, Visio drawing toolsfor system analysis and design, use. Net platform and C#, finally develop a coalemergency management information system targeting the management of the establishment and implementation of the emergency plan, greatly improving the effectand application scope of the coal mine emergency scheme.
