The Funding Management Model Of Tianjin Public Library

In recent years,the level of public cultural services has been rising as one of the good results of our economy's rapid growth.The government has set up and introduced many new policies in public cultures.In 2015,The State Department's work report first began to put“promote the national reading and build a book society" into the government's main job task.As the country increased its commitment to cultural construction,the funding for public libraries also showed a growing trend.Due to the economic level of the economy and the difference in management of the library,the government finance lack the strength to support the construction of public libraries.From the overall perspective,fiscal spending in the public library lacks specific rules and quantitative systems,amount of money invested in the public library randomness.This will not only affect the development process of public libraries,but also a waste of fiscal money.So this article is based on the Tianjin public library,exploring how science makes rational use of fiscal funds,reasonable planning sources and structures and reduce fiscal pressure,make the fiscal money more efficient.It is important to establish a well-established fiscal financial guarantee mechanism.This paper is based on the money management status of Tianjin Public Library as the Point of Entry.Through public libraries indicators such as personnel and money payments of four major direct-controlled municipality:Tianjin,Beijing,Shanghai,Chongqing,and study borrows from the Shenzhen public library's advanced experience,we raises the problems and improvements in funding management model in Tianjin public libraries.Firstly,this paper reviews and combed the related research results at home and abroad,and expounds the theoretical basis of the argument based on the specific research perspective,to provide theoretical support for the research.Secondly,it compares the four direct-controlled municipality ' s public libraries.In contrast,the Tianjin public library has a shortage of money and use of unreasonable phenomena.Then,through SWOT analysis,it finds out that the weakness and strengths,opportunities and threats of the Tianjin public library at the first stage.More important,it points out the direction for future development.Finally,we borrowed from Shenzhen's money management experience and innovative service patterns,Proposed future money development model of the public library in Tianjin:optimize and expand the source of public library funding,reasonable controls the use of fiscal funds,enhance supervision and legislation of public library funding management.
