The SWOT-AHP Analysis Research On The Construction Of Regional Library Consortian In China

After entering twenty-first Century, with the development of technology in computer network, the construction of library alliance has made a great progress, especially the Alliance of Regional Library in China blossoms everywhere. It is easier for the regional library to be organized and built, for it has the unified management department, fiscal appropriation, the same working goal and the clients for service. The Regional Library Alliance makes the resources to integrate, improve the efficiency, reduce the cost and satisfy the needs of users in the region, which is effective way to integrate the resources. Although the practice and theory of the Regional Library Alliance has made great success at present, it also has faced some problems during the construction of some programs, for example operation sluggish and even in the state of paralysis. What are the factors restrict the construction of the Regional Library Alliance, which is the important statement in this paper.First of all, this paper summarizes the definition, the theory and influence factors of the Regional Library Alliance by the research of the theory and achievement of practice at home and abroad. This paper summarizes influence factors for the construction of the Regional Library Alliance by the method of SWOT, combines with the Analytic Hierarchy Process,( AHP) which makes up the insufficient matters of SWOT and build the analysis of system of the construction of Regional Library Alliance. This paper indentifies and analyzes the influence four factors S(SUPERIORTY), W(WEAKNESS), 0(OPPORTUNITY) and the T(THREAT), and makes the sustainable strategic planning for the construction of Regional Library Alliance by the quantitative and qualitative calculation of the method of SWOT and across the analytic strategy of SWOT, and fingers out the influence factors.Secondly, the case illustrates the methods of protection on the integration of digital resources, solving the issue of information isolated, the scope for the service and improving the efficiency in the usage of resources by analyzing the Pearl River Delta Digital Library Alliance. Although the Pearl River Delta Library Alliance has made a great performance, it still faces many challenges. The author analyzes the reasons which impacts the Pearl River Delta Library Alliance,the methods to improve and the points needed to notice in the future by using the method of SWOT. This paper summarizes the successful experience of construction of the Pearl River Delta Library Alliance, hoping to give the inspiration to the other researchers.
