A Study On The Operational Mechanism Of Public Libraries Funds Based On Public Economics Theory

With the development of social economy and the increasingly prominent function of culture undertaking, public libraries are holding a more and more outstanding position in people's life and the local economic development. However, funding insufficiency is always the biggest problem to Chinese public libraries, and has seriously influenced its capability, hindered the progress of libraries.In light of the practical problems that most public libraries lack of funds, this paper, based on the theory of public economics, carries out a analysis and research for the operational mechanism of public libraries funds, which include how to raise funds, optimal allocate and efficiently operate the funds, and establish a complete and scientific system of funds supervision for public libraries, ultimately forms a primary theoretical framework.The main contents of this paper can be roughly divided into four parts:Part I is a introduction, which mainly expounds background and significance of the topic, gives an overview of domestic and international rerated research, points out the research methods and its innovations.Part II is the theoretical analysis, use the theory of public goods, externality theory, input-output theory and principal-agent theory as the theoretical basis for exploring the problems of public library fund raising, allocation and supervision, and outline the definition and significance of the operational mechanism of public libraries funds, set the stage for the following text.Part III is the main thesis, including chapter three, chapter four and chapter five. In chapter three, the mechanism of public library fundraising is discussed, which involves government supply, market supply and the third department supply. In addition, the paper gives a particular discussion about the relation of all supply mechanism. Chapter four is about funds allocation mechanism. After analyzing the present problems existing in public libraries funds allocation, the article puts forward the distribution principles and concrete methods. The mechanism of supervision is researched in chapter five. Firstly, it states the importance of funds supervision, and then analyzes the existing problems and its reasons. Finally, the thesis submits detailed opinions on funds supervision mechanism of Chinese public libraries.The final is conclusions. It summarizes the main points and conclusions. Besides, the shortcomings and perspective studies in the future are also put forward.
