In the Eighteenth National Congress of the CPC Report,the policy of a sound national medical insurance system is put forward.This new strategic task is put forward according to the present national situation and the construction of the medical insurance system.With the improvement of people's living conditions and the changes in people's lifestyle and diet habit,the medical expenses of chronic diseases increased yeas after year.The outpatient management of chronic disease situation is becoming more and more serious.The traditional settlement by hand is left behind.The development of the chronic disease outpatient management system in Ordos city becomes a necessity.In the requirement analysis stage,the paper ainly interview with to develop the requirement investigation and analysis.By communicating with two kinds of users—the medical insurance bureau and designated medical institutions,the basic design program is made out.After the use of UML modeling tools and related icons,the design program is made more detailed.In this system,these four parts of function the personnel information management,drug information management,settlement reimbursement and system inquiry are regarded as the design important points,also demand analysis and design are carried out.Drug information registration,query,registered personnel information query,sold drug information query,statistics and other functions are realized at the port of designated medical institutions.At the port of the medical insurance bureau,chronic disease outpatient personnel information registration,the purchased medical institution sale,settlement,statistics and other functions are realized.In the system design stage,the paper mainly does its analysis and design in system framework,network structure development environment and database table structure.In frame selection,a stable,flexible,high module independence of the Spring MVC framework is chosen.This framework divided the system into View,Controller and Model.Such a design may ensure the independence of the layers,so as to ensure that the change of one layer will not affect the other two layers.In network structure,the system is divided into two parts—internal and external networks.In the internal network,two servers are deployed.They are database server and Web port program server.The advantage of it is the improvement of the system security.In development environment,hardware requirements,compiler environment selection and open source Eclipse are stated.For database part,the Oracle database is employed.This database has the following profits: a good portability,security and stability,providing a reliable platform support for the system date storage.In the testing part,the black box testing method is employed in this paper,the functional test of the system is carried out.The test results are in line with the expected design requirement.During the testing time,abnormal things didn't occur in the system.In the performing testing part,the paper uses the Load Runner testing tools to evaluate the system performance.By simulating the concurrent operation of mass users,the reliability of the system is tested.The final test data meet the need of the reality,the system performance is also good.The system constantly monitors the drug sales of chronic disease outpatients in designated medical institutions,so that the medial insurance bureau change from its original chronic disease outpatients drug settlement to the present designated medical institution supervision based administration.The realization of the information function administration of the chronic disease outpatients in medical insurance bureau may make the data reliable and accurate.Meanwhile,it may ensure the timely completion of related work and also the timely information statistical data and analysis.
