In 2008,the Taiwan region completed the second political party(?)otation,the KMT wined the campaign and has Successful re-elected after 4 years,which was ruling until May 19,2016.November 10,2008,Taiwan's "Ministry of(?)ucation" for the first time proposed "Three Restrictions and Six NOs" Policy for Mainland Students in Taiwan,as a supplement to the policy of "Mainland students study in Taiwan".Then,the Taiwan society started to talk about it and the Taiwan media also never stopped to concern it.As an important organization of society,the media plays an indispensable role in maintaining the relationship between social power relations.Therefore,all news reports about "Three Restrictions and Six NOs" policy,which are from United Daily and Liberty Times,became the research object of this study during the time of Ma Ying-jeou ruling.And this study combined the research methods of content analysis with critical discourse analysis,based on the opinions of Foucault's knowledge of power,the news framework and the news discourse,explored the media picture of the two newspapers and found the social power relations and the the media interactions in the different times by "description","practice" and "interpretation".Finally,this study found below statements:First,newspaper has different standpoints also has different news sources,meanwhile,the voice of mainland students seldom be found in reports.Second,because parts of the policy are in law,so that the policy has double attributes with "legal and administrative order",which is become the focus of operating and being supervised.Third,the policy is lack of independence,which rarely was reported as center object,on the other hand,it often attached to the the policy of"Mainland students study in Taiwan ",the adoption of the mainland education,the health insurance policy for mainland students and other things to be reported.Fourth,the picture of two newspapers is a mirror of Taiwan political party political games.In addition,it's hard to escape the cross-strait relations while reports this policy.
