Water problem has become the primary factor of threatening world peace,human survival and ecological security in 21 st century.Water conservancy is the foundation of the national economy industry.As an important natural resource and indispensable economic resource in national primary production,water resource occupies an important economic development position in national economy,as well as an important part of contemporary ecological environment and an important strategic position in the development of contemporary countries.To solve the present situation of uneven distribution of water resource in our country,using large and medium-sized water conservancy project to realize water resource allocation is an important strategy of water conservancy construction in our country at present.Since the founding of the People's Republic of China,the construction and development of water conservancy project construction has made great achievements,which takes more than half a century,especially for peak shaving,frequency modulation,flood control,irrigation,shipping and industrial and residential water and other special functions and tasks of the reservoir engineering construction,providing a strong security flood control and water resource utilization for China's modernization construction.However,the four big problems,such as floods,drought,soil erosion and water pollution are far from resolved,which bring about more and more annual loss.The contradiction of the unfitness between water resource and national economy and social development is more and more prominent,which has seriously affected the realization of the comprehensive construction well-off society goal.Modernization of economy needs the guarantee of water conservancy modernization,and it is the duty of water conservancy workers that try to explore and practice the modern water conservancy which adapts to the socialist economic development.Facing the severe situation,it is necessity of developing China's water resources projects in the 21 st century that using the modern science theory and high technology to scientifically manage water conservancy project,in order to ensure the reasonable development,efficient use,optimal allocation,comprehensive conservation,effective protection and comprehensive treatment of water resource,which means water information is used to drive the water conservancy modernization.The safe and efficient operation of reservoir is the basis of ensuring reasonable development and utilization of water resource.As an important factor of threatening reservoir and downstream people's property security,floods is also a valuable water resource,so how to ensure the safety of the dam as well as possibly use of flood resources,which means improving the utilization of the flood becomes the key issue.To establish a reasonable system of flood forecasting and dam safety monitoring platform which facilitates superior decision is necessary.Based on the analysis and acknowledgement above,the main research content of this paper is as follows:(1)Analysis of the hydrological data of the basin,choosing a mature domestic hydrological forecast model to analyze its runoff mechanism.(2)Analysis of unit division of the basin,rainfall,evaporation and river inflow data,building Xin'an River model and Double Super model respectively,and optimizing the parameter of the basin,in order to get relatively satisfactory forecast information.(3)The specific analysis of the dam,optimizing the piezometric tube line layout,washing the dam piezometer tube,showing that the sensitivity is qualified through test,and laying the foundation for the dam seepage monitoring system.(4)Information acquisition system hardware selection and the design research of the communication network of monitoring hardware of information transmission system,to monitor real-time data in collection,analysis,transmission,display and application.Analyzing collected data with statistical regression model to identify the safety of the dam.(5)With the combination of the forecast of two models of the basin flood and dam safety monitoring system,writing the reservoir integrated automation system software,achieving the seamless link between numerical simulation results and the SQL,VB,Excel and other commonly used software.Flood forecast and reservoir dam safety monitoring is an important part of integrated automation system,but problems such as the scheduling of reservoir water resource as well as video monitoring,further research needs to be done.
