Reservoirs can control natural floods, and reservoir operating reasonably and duly is one of important non-structural measures of the flood prevention and disaster reduce in China. With the rapid development of social economy, reservoirs play an increasing significant role in flood control. Opportunities for decision-making will be missed if the real-time information can not be used by reservoirs in short time to generate forecasting and operation alternatives. Therefore it is of great significance to study flood decision support system by applying new computer techniques in order to improve the standard of the flood control operation for reservoirs. In this paper, the flood control system for Qujingshuicheng reservoir be suitable for contemporary new technology features is studied and developed under the condition of current computer technique.In this paper, numerical calculation be applied to practical work of flood regulating calculation for reservoir. This method has lots of advantages, such as has the simple principle, can make the program easily and get a wonderful precision, which be applicable to perform the flood regulating calculation for the reservoir under various complicated adjustable ways ,the alterable time and alterable discharge method etc. The advanced B/S network application mode, which used in the system structure of the software, be suitable for development orientation in the reservoir flood control acrossing valley. Such limitations in backbreaking work about system maintenance, terrible data share, inconvenience upgrade, poor transplant and serious dependence on client server software as had be demonstrated in the traditional C/S mode can be overcome. In the case of keeping the dam safe, various valuable models of reservoir flood control in practical need can be made, including the normal experienced control model, the forecasted control model to leak flow, the strobe control and interactive flood control model. It also tried to offer flood control multitudinous purposes fuzzy decision-making optimization theory and optimal control theory for reservoir.Based on the above-mentioned discussion, ASP.NET technology and VB.NET language are used to design and develop the reservoir flood control system based on B/S model. In the integrated exploitation environment of Visual Studio.NET, the system based on B/S model is reasonable structure, complete function and friendly interface ,and it also has powerfulpracticability.
